staff is engaged in that particular process for professional services. we look at who actually subimate, work with the developers and participate in interviews. the proseals often involve not just the methodology delivering a service but the fee proposals and thinks of that nature and we work with the developers in short listing and interviews. we also ask the developers run by the final selection before contractors are awarded so the process is carried forward as we think is necessary to engage small businesses and san francisco business in particular. in the construction field, staff is involved in the solicitation process as well mpt we review the draft either invitation for bids or request for posal and insure there is appropriate language. participate in the presubmittal meetings, but more importantly we look at the bid tabulations as well when bids do come in and again, the intent here is to look at whether full consideration has been given in terms of who submitted bids, whether they are san francisco based businesses with the fees that are submit

, and an impediment to the quality services our veterans have earned. if we truly want for our veterans to have the very best than the status -- then status quo simply is no longer accept and. i know there are concerns this bill will hurt the department's ability to recruit and retain good employees and hurt employee morale, but i think this could be nothing -- nothing could be further from the truth. the best way to improve morale is to get rid of the causes of the dysfunction that we currently see at the v.a. nobody enjoys working for an organization that fails to hold poor performance accountable and the employees at v.a. should only want to recruit are those who want to work in an environment where they know everyone is respected and can be held accountable for their actions. some have also said that this bill is not needed because v.a. fires employees all the time. but the raw numbers, mr. chairman, just don't tell that story. following a year in which we witnessed the biggest scandal in v.a. history, only three, let me repeat, three employees of t

service class for four years. when you couple this with high adirection and poor retention rates, it's clear that the organization is shrinking dramatically and it races serious questions about workforce morale. as the workforce is dwindling, so is the number of federal air marshal field offices. last year, there were 26 nationwide. currently there are 22 and there are two more scheduled to close in 2016, which will bring us down to 20 field offices within the next year. now, i understand that these closures are determined by complex risk analyses and by the fact that there tend to be fluctuations in which areas around the country are commercial aviation hubs. but we need to be certain that none of this comp miegzs security on commercial flights and we need to ensure that marshals are transitioning to openings in other field offices as efficiently as possible. i am very eager to hear from assistant administrator allison about the details of these closures and what measure res in place to help with this transition
