. >> good morning, chair kim, members of the committee, severin campbell. i'm going to speak to the recommendations, if you have questions, i can respond. recommendations are on page 11 of the report, for all six pieces of legislation. the first recommendation is preach of the proposed resolutions, to clarify the terms of the agreement. we list a table with the terms of the agreement that need to be clarified as part of the resolution. and then the second recommendation is to amend file 180529, the state that the current agreement between arendt house will terminate on december 31, 2018, prior to the start of the new agreement, because the way it's now written there could be overlap in that area. and then also to amend file 180530 for the parkview terraces agreement, so show its retroactive to april 1, 2018, because that's when they plan to fund the units. the third recommendation to request the director of housing, to put them to the next rfp. this could in fact change the amount of subsidies that are required by these projects if they in fact qualify for

four-five years, if there is one legal issue that has tied together legal conservatives, it was wronglyie severin roe v. we decided. would it be a disappointment if this nominee did not support overturning roe v. wade. carrie: you have people like laurence tribe say there is no law there in this opinion. even people who would like a result weather is widespread abortion access or think there is elsewhere in the constitution you can find it, they are in the ballpark of saying roe v. wade is poorly reasoned. a lot of it goes back to what is your approach and how does one move going forward with the decision with that question? it is something the president has certainly said this is something he is hoping for, but every president has the things they help will be done. at the end of the day, a judge is not a fairy godmother who will give you your wish list. says not santa claus who there are the top 10 cases and you want this or that down. going to bee applying judicial philosophy to cases, and that may be different from what you predict. there are so many other huge issues that we cannot predict. c

. >> good morning, chair cohen, severin campbell, budget and legislative analyst's office. our recommendations for the sheriff's department -- [inaudible] >> -- or 6.8% in the department's fiscal year 18-19 budget. these are one time increases -- or reductions. we have no recommendations for 19-20. so i want to kind of concur a little bit with the sheriff's department while continuing to support our recommendations, which is we understand that this is a department that has to come back for a reappropriation from salaries to over time because of the staffing in the jails. we understand it's been a relatively flat budget over time, and that this is the first time that they've actually objected to our recommendations. we stayed away from any recommendations that impacted positions, that impacted the jails, we stayed away from everything that we thought would be of concern. we did make recommendations in reducing some materials and supplies in the coming year, one-time recommendation and reducing some nonpersonnel services. they weren't actually professional services contracts,

we'll move to severin campbell for the presentation for the budget and legislative analyst office. >> the original contract with tides was for $7 million, there have been two amendments approved by the board to increase the current contract amount to $40.5 million. this contract expires in june 2018. and as talked about, there has been request for sole source waiver to extend the contract for another year, to july 2019 in order to go through rfp process. so the budget being requested, the increase in the contract is $7.2 million, increasing the total contract amount to a little more than $47 million. we do detail the budget on page 48 of our report, table 2, the $7.2 million increase. based on actual expenditures of the contract to date, we're recommending a reduction of 1.3 million nods the total contract amount. so the contract will be reduced from the proposed amount of $47.7 million torques the revised amount of $46.4 million, otherwise, approval is recommended. please stand by. >> i also understand that henry gong is also available to answer any questions for the community member
