with that, i will turn it over to the deputy director for planning at sfmta. commissioner campos: good morning, welcome back. >> good morning, i am a deputy director at sfmta. most of my presentation has been covered, so i will go to the actual accomplishments. we will be talking a little bit about the engineering project that our agency has been pioneering in the country the last 10 years. some of the tool kits that are available to us and limitations of those tool kits, the need to expand those tool kits, talking about planning activities, and then a quick overview of the report on the pedestrian safety. this is something we have been working on. this diagram we have been working on as an agency ever since we were created, to create this mobility vision for the city. with bicycle sharing coming on board next year, we feel like we have all the most together. i would be remiss by not saying that walking is fundamental to the city's vision. a city trip begins or ends on your feet or in a wheelchair device. that has struck a chord in all of our planning decision

as you know, sfmta has always been supportive of this proposal. it has been reflected in various documents in the past, but especially now in the transit effect of this project -- effectiveness project. at this time, unfortunately, we are not able to come up with a near-term proposal because of the current budget situation, adjustments that we are proposing to add back to the service. and the extension would improve service to this sector of the city, based on everything commissioner avalos mentioned earlier. we have considered a couple of options to meet this goal. option a is to extend to the daly city bart station using motor coaches, neither the 14 limited or 14 local. both would provide service seven days a week with hybrid coaches which are cleaner and quieter. option b is to confront a neutral in overhead system along the route and extend service to the daly city bart from there. commissioner avalos: if i could cost you. we met in my office one year ago with daly city, the city administrator, bart was there -- i believe you were there as we

we have been coordinating closely with city and regional partners, bart, sfmta, caltrans, puc, on this. we are happy to report we have $3.4 million in capital funds we need to be used around the bart station, and this was money that we received through the ft a few years ago. -- fta a few years ago. it is just waiting for final product to be cleared before it can be spent. since this is such a small planetarium with not a lot of housing development, the projection of this area was up to 100 units, compared to some of the other bidder places. we do not have any impact fees proposed as part of this plan. briefly, i wanted to describe the community process. we have been held there since spring 2009, and number of workshops that planning has hosted, workshops the sfmta has posted related to parking and transportation, we have been at the glen park neighborhood association meetings, and have been working closely with other agencies. we have also done office hours at the glen park recreation center, if people had questions, made ourselves available that way. people have been really involved,

it, a discussion about the proposed impact fee to go towards the sfmta that involves any transfer of real property. it is going to affect everybody. it is going to affect developers more than most. in any transfer of property of a 2 -- two-bedroom unit will pay $3,000. it is just another way of trying to squeeze more out of the property system in the city. i think it warrants a discussion. i have had a lot of people who have come back to me and said that they want to have a forum to speak on that, and i would like to request that we can try to work on that. commissioner clyde: excuse me. i do have to revisit the new business. what i would like to do is i would like to add this as new business, but part of the parking presentation. if mta is coming, they need to answer this question. when the st. patrick's day parade cuts the city in half, why are the local buses not rerouted in a conscious, practical way? we had hundreds of people stranded out on the local lines because buses cannot get through the parade. but buses are not supposed to get through the parade. we are supposed to have

was in recognition of those challenges that supervisor mirkarimi interest in resolution urging the sfmtacreate a discounted fast fast for low- income youth. that resolution, i've had to say, passed unanimously, and the board of directors approved the creation of that program. to that end, they dedicated $1.4 million of the mta budget to the youth lifeline program and asked the san francisco unified school district to sell and distribute the passes. we're nearing the end of the 2010/2011 school year, and unfortunately, the program has not been implemented. there are many reasons for that, many complications, many challenges that have gotten in a way, including some legal challenges where you are talking about a student population. the point of this and then the resolution is to modify the program so that irrespective of the challenges, we move quickly to implement the program. we need to make good on the promise that we made to our low income children and their families, and we need to do that as soon as possible. that is why my office, working with a number of organizations, has introduc

i am director of sustainable streets with the sfmta. once again, we are very pleased to be the lead agency in sponsoring the sunday streets program for 2011. it is one of a series of very healthy and family-friendly events to take place in san francisco to promote walking, biking, and just generally taking advantage of the streets that are open and car-free, but it is more than that. i think it is also a chance for the residents of san francisco to reconnect not only with themselves, but the rich, diverse neighborhoods that connect our community. we have been very fortunate to have this program embraced by both residents and merchants, and the rapid spread of the program is a testimony of how popular it has become. this program would not have been possible without the cooperation from our fellow city agencies as well as the mayor's office and all of the private partners we have the i will get into a in a little bit. speaking of the mayor's office, i would like to introduce mr. edwin lee, mayor of san francisco. mayor lee: good morning.

for context, december 2011 is when the sfmta will get funding for the project. this is a pretty big deal. it is all 1.7 $5 million project -- $1.75 million. it represents the federal commitment to fully funding the project. it is a really big deal for the project. that is the plan -- let's back up a second. there are many things the mta has to do, to provide in order to have the full funding -- full funding granted. one of those is to show the dollars committed to the project within the guidelines that is scheduled for later this month. they have asked us to take a similar action, which includes three affirmation of the project as well. i will go over a few parts of the funding plan that we had in november. this focuses on the funding plan. we had $100 million of funding. i am sorry. this chart is page 53 and in your memorandum if you want to look. really what happened is the in g-8 would be ready to -- really would happen is the m.t.a. would be able to provide additional bond fund. our committee provides $103 million in additional funds. both these categories a
