can you comment on how long it would take for the sfmta to do something like that? >> i think what we will do next is we have a policy adviser group meeting tomorrow with the board. over time is on the agenda. we will bring this resolution before them and suggest that we put something together for their approval before bringing it to you. i do not anticipate, given the level of interest in the agency and the new director, that it would take a long time. we request that the mta board weigh in on it before we actually bring you the plan. i would feel comfortable with this and a 60-day timeframe to bring something back for your review. supervisor campos: ok, and part of the request is that in creating that plan bee, you proe some level of detail about how overtime is actually managed. >> absolutely. supervisor campos: i just want to make sure that is included. is there a specific target in terms of the kind of reduction that you would be aiming for, or is this something you are still working on? >> supervisor, this fiscal year, we spent about $15 million in revenue. if

sfmta does not consistently monitor advertising agreements to maximize revenue. finally, city departments have not consistently monitored and advertising companies were compliant. the first finding is in regards to city policies and uniform advertising guidelines. there is a lack of advertising guidelines to ensure that departments are complying with the city policy and requiring advertisers to me consistent standards. only sfmta and the airport have advertising standards explicitly spelled out in their agreement. for example, sfmta prohibits advertising is related to political activity, these of firearms and pornography and other prohibitions. because the department of public works, recreation and parks department, convention facilities, and the real estate division lack formal advertising standards in their agreement, they cannot and -- they cannot assure companies understand or comply with city policies as well as general department advertising policies. we found only that airport requires approval advertisements prior to installation. sfmta requires prior app

sfmta, at this point, accounts for 41.52% of the city's total overtime for fiscal year 2010- 2011. that is a pretty significant amount. and with respect to the amount of money, that $40 million that exceeded the overtime expenditure that was budgeted, mta for fiscal year 2009-2010 spent $11.9 million more in overtime. that was actually budgeted. and so when we talk about overtime being an issue and being a problem for the city and county of san francisco, the one agency that really stand out is the sfmta, which is why this resolution is here, which is why we're having this hearing today. let me note that i have met with the new sec -- the new executive director for the sfmta, and he has indicated to me that he understands the gravity of this issue and that he is going to take all the steps that are necessary to address it. i know that he wanted to be here. there is a tjpa meeting right now that is happening, and depending on when that ends, he may be able to be here. but i see that ms. bose is here. so i would like to ask you to please come forward and to talk to us about this issu

in fact, the sfmta accounts for 42% of overtime overruns. recently, along with my colleague supervisor farrell, i introduced legislation that requires departments come before the board of supervisors for approval of spending over their budget, that they have to come before the board and seek a supplemental appropriation. we also urge that the sfmta, which, as you know, their budget items are not subject to action by the board of supervisors for the mayor. our only choice is to support the overall budget. but we have urged the sfmta to develop and overtime spending plan, and they have advised us that they are in the process of doing that. the first part of my question is will you support this good government piece of legislation that supervisor farrell and i introduced? second, as we seek to improve service, what will you do to ensure the ridership of the mta that the issue of over time will be addressed and we will not have the delays we have seen? mayor lee: thank you for sharing your concerns and making sure we pay attention to this becaus

why don't we hear from the sfmta? we have the cfo with us. thank you for being here. we know we heard from the budget and legislative analyst of the six departments mentioned in the report. the mta is the only one disagrees with some of the findings. >> thank you for letting us comment on this review. first, let me say there are a lot of areas where you could find fault with the mta, but we don't think this is one of the areas -- our revenues have gone up 5000%. we have over 10,000 to 15,000 had spaces. some of the -- dead is site visits are not feasible given our resource constraints, so we have not agreed with some of the commons because we do not believe the best practice for an advertising type like we do, with some ads and faces, we have embedded all the requirements in to the contract so that by making sure the contract is complying with our advertising policy, which we believe is very strong, and all the other restrictions, we have significant liquidated damages should and our contract has been requested by multiple systems as the best practices, so we feel ver

the sfmta is engaged in unlawful activities. i bring to your attention city ordinance 101217 dated november 2010. specifically, the problem is that there are certain streets in the city that are private streets that the mta knowingly continues to write parking citations on. that is unlawful. how are collecting fines and that is also on lawful. i live in mission bay where this is an issue. we brought it to the attention of numerous people, we continue to have this problem, i have spoken with members of this board and they say they shouldn't do that. they have given us the runaround at this point in time. i want to see the mta corrected this problem. i want to issue refunds to all the people that have been illegally sited, and i have 27 pages that i have obtained, at just a random time covering certain streets of which many of them are unlawfully issue. one other item. i live on mission bay boulevard. it lacks speed limit signs in the stop signs on key intersections. where there was once a single speed limit sign which is about a

while it is difficult and challenging for sfmta staff to check these sites on a daily basis, i don't think anyone is saying that's what needs to happen. the public does have to go to these sites on a daily basis and it seems to me there has to be a way in which you can physically verify that the information you have in your database is actually correct because the fact is data is reliable to a certain extent because sometimes the wrong data is input into the system, but i think a routine physical inspection would be an appropriate consideration. >> we will look at that in terms of our prioritization and budget process, we will put that into the mix of request. supervisor campos: in terms of information about annual revenue data from the contractor, can you comment on that? do you have that information? >> absolutely. not only do we have that, but we meet with the quarterly revenues, the auditors reviewing it, and we also have the revenues reviewed by the city's auditors. on the revenue side, we feel very comfortable we are getting -- our mags are so high that some of our contractors

specifically, the volunteers worked on the area involved by the sfmta. issues were raised at a community meeting this summer as we were informing neighbors about the project and a significant capital investment. turning to green and healthy topics, the sfmta will participate in a friendly competition among bay area employers to determine the best commuters in the region. they encourage their employees to forsake single auto commutes. employers can register online. starting september 1 and running through october 31, employees log their daily commute activities on line. the highest percent of employees will be the winners. in light of the recent american heart association awards, they also are wrapping up to participate in the american heart association's annual heart wall. it takes place friday september 16. the staff are currently recruiting walker's and if you're interested in participating, just let us know. as you know, their whole mission is to help nations and get rid of heart disease and stroke. that concludes my reports. >> thank you. but mr. wit

maybe sfmta can look into that to the improve the safety of passengers getting on and off the train. i don't know how many accidents or anything have occurred, but it is a big concern for people that are blind and have no sense of trying to figure out how to board it. maybe if you look into the -- i think it would help. >> [reading names] >> i want to address the question of tax credit card fees. as you are aware, cab companies have been given permission to pass these on their drivers. and one of the conditions is that there be a back seat terminal in the cabin. -- in the cab. i want to read you something, we obtained this through a public records request. it says, as we have discussed previously, there may be a place for bringing taxi advertising directly to the sfmta. it will have to be a cooperative situation where we agreed to bear the administrative burden to increase their revenues in exchange for a share. this is not an attack on the deputy director. i support her. it is a commentary on a way of thinking. they can benefit monetarily if there are back seat terminals in taxicabs

sfmta did an analysis and found there is the jurisdiction to do it. i do not know enough to explain it. it would take a lot of work. we're focusing -- we met with the mayor and the chief of police. that is the thing to emphasize. we see people sometimes be jerks, whether they are driving or skateboarding. it is something some folks do. one thing we want to do is team up with the police to do information campaigns. for people who run red lights or stop signs. it is illegal and you are doing something bad. let's send them to a class. make them sit through a four hour class. this idea of how do we get the folks who are misbehaving into an education opportunity. this idea where we could make sure we get into safety. >> it is interesting. upgrading to a car and i went back to a bicycle. if i was on a bicycle, i thought the blacks were the worst in the world. i started looking at the bicyclist as the worst in the world. i note in san francisco there is such hilly terrain. i would get out at 7:00 a.m. and cycle down to the building and take the boat across t
