it seems sfmta has serious outreach problems in -- and a pr problem. the coalition with small business has been left out of the loop. we were brought to the table at the point where we became a spoiler; the plans were drawn up without our input. the community residents and businesses seeing strongly opposed to the plan and yet we come across as a bad guy because we are trying to change plans that have already been put forward. the question is, why would the process not include the community that it will impact so dramatically and the businesses that it will impact so dramatically? they claim there was outreach but none of us saw it. we had no idea. god knows we are very interested in that is why there has been so much emotion, because it was after everything had been proposed that we were brought to the table. we are the spoilers and working from a position of weakness when we should've been included in the process from the very beginning. it would have meant that the board would have come up with plans that included input from everybody not go back to

thank the number of departments that are working together with walk sf and not only public works but sfmta which is taking a lead on pedestrian strategies and making sure our streets are safer with our police department and with our health department and so many others . they are coming together to form a strategy that not only encourages people to walk but we need to do more to ensure our streets and sidewalks are safe for our school kids, parents, seniors, everybody who we encourage to walk more and keep healthy and also need to work more on the safety of our streets. that's the announcement i wanted to make today in addition to walk to workday and that we now have presented online and paper form a pedestrian strategy program led by the sfmta and transit authority along with their partnership with public health, public works and with our police department. we have in the past back in 2010, set a goal that in 10 years by 2021 we should cut the number of pedestrian fatalities by 50 percent. we are going to measure our way there in the next eight years. we have identified through numerous m

traffic calming is under going a revision effort at the sfmta and we have actually funded a portion of what they are -- it's a speed corridor pilot or a speed reduction pilot program -- sorry i am getting my words jumbled but basically they're studying -- they're testing a range of measures on arterials to see what are some potential -- what are the ranges of measures that we could install on arterials as we're reshifting the traffic calming program to focus on them that ultimately result in slower traffic speeds and pedestrian circulation and safety, bicycle facility and maintenance and upgrade of signals. you see the picture of the signal in the corner. not only does it fund the infrastructure that supports the pedestrian count down signals and a major funding source for that program and curb ramp locations that christina mentioned in her presentation and i will jump to the five year prioritization programs because what is happening right now is we're approaching year five of the current five year programs and so we are working to update them with the agencies and these are agency le

i know one of the concerns that the sfmta had is that this would delay their exemption process. the question that i would have, first of all, is how many sfmta exemptions actually come before the planning commission for approval? but even if it has to come before the planning commission for approval, it doesn't delay the process because they can't move forward with the project until the planning commission approves it anyway. so, why not allow testimony for those exemptions at the same time that you're hearing that approval. another point that had come up in the planning commission -- i'm sorry, planning staff's report is that our legislation requires staff to attend every project approval hearing before the planning commission. our legislation does not require staff to be present for the hearing. an ero report may be enough, and we certainly don't want to increase staff time here at the commission. there is also a question about whether notice of determinations for negative declarations and e-i-rs are necessary and whether we should include that as an option. our intent is real

we also receive regular updates from the sfmta and spoken to them on a number of occasions on issues like the corridor speed reduction program and the traffic calming program you heard about. regarding the true traffic calming program from the sf mta. there was one survey but the funding was cut to $6,000 and the equivalent of -- p sac san -- went on a tour of the san francisco neighborhood read by dr. marty mcentire. following our tour i am happy to announce that most of the crosswalk have been newly painted continental style and curb ramps have been installed around the campus. the chief of public safety and the master plan manager presented to -- unfortunately usf is delaying the plan for moving forward and in my opinion has demonstrated a clear disregard for public safety and public health: sf mta submitted plans six months ago and hasn't received the plans or comments for final review. until they receive the plans from usf they're unable to provide plans-- yet the usf website doesn't mention pedestrian safety once. in contrast we-- and in addition the sf mta has done a wonderful

the three radio projects are ~ an 800 megahertz safety radio network, the sfmta radio replacement project and the so-called bay web project some of you may remember the controversy around as we and other counties had considered these projects in recent years. given the amount of the price tag for these three projects of over a quarter billion dollars, and the fact that these technologies are overlapping and ever changing, i'd like to call for a hearing at the budget committee so that we can start to understand the implications of the decisions we're making today on these projects for form. i appreciate supervisor farrell's co-sponsorship of this request and understand that we're likely to have this hearing to coincide with the hearing that he has called for at the budget committee regarding public safety technologies more generally in the next few weeks. i also am sending a letter to mr. harvey rose to ask his shop to update an audit the budget analyst did some six years ago on the topic of work force, work force development. we all know our city's unemployment rate has been an encouragin

rec and park has been asked to address these and will require funding in october with sfmta support we applied for a grant, organization of bay area governments to fund the sidewalks, and other improvements. staff along with the community has been working on a concept design that is going to greatly improve this road and recreational space. one popular -- pedestrian and multiuse on the other side of the median. we're going to give it a road diet and move it from four lanes to two. if we secure the funding -- this is special presentation for me and i got to watch lonnie in action. last month during the early evening hours of february 22 there was a horrible senseless incident that occurred outside the recreation center and lonnie who is one of the leaders. he has been with the department since 2010 and was on scene when the incident happen and charge of a facility with about 80 people in it at the time there was a shooting that resulted in a horrible homicide. lonnie acted quickly and calmly to call 911. he notified his supervisors and lorraine and bob and i were on the seen and jackie

and then, the transit has reached another major milestone too and has had the sfmta had a kick off for the prelim phase and it will bring the project to 30 percent design and marks the transition from the authority conducting the environmental studies and handing over the remainder of the project to design, build and implement. you will see a funding request coming before you to enable the authority to finish the phase and to fully fund that engineering phase that will come next month. and the last two things that i will highlight is the transportation plan is again, in that really big home stretch, we have made presentations to the director's working group and the technical advisor's committee and the citizen's committee on a variety of sort of the last projects that we will produce for putting the whole plan together and we have had an equity analysis and the core, network which is looking cumulatively at all of the impacts downtown and what is it doing to the roadway and transit system in place and also presented to, is the draft of the fiscally constrained scenario, we will bring t

we continue to work closely with the sfmta for subway and work on ways to keep the project moving should federal fund be delayed. on the local front we are trying to confirm a date for transportation workshop now into early may. i encourage fellow commissioners to attend and this will provide an opportunity for investment scenarios for the plan. on a related note, early this morning, the director, myself attended the task force. the mayor has set an ambitious goal to priorities recommendation for this fall. a collaborative effort of the work coming on on the transportation plan. also attended the meeting today were commissioners chiu and wiener and to discuss the level of the focus where the transportation task force works on capital projects and operations as well of the mta. that was something that supervisor wiener was very thorough about explaining this morning. lastly on the executive director recruitment effort, the personnel committee met on the hawkins company to provide selection with a permanent executive director. i met with the group last week and i believe meetings are being
