sfmta has too much concentrated power. accountable to anyone except the powerful groups who cooperate to elect our mayors involving corporations, real estate developers and not the general public. because they don't have that accountability, they decide who they want to listen to and who they don't have to listen to. and they do not listen to the public. believe me, i've been to so many meetings of m.t.a., they want to manipulate the public at the meetings and that's what they do. they don't want to take the needs of the public into account. there are philosophies that underlie policies, always there are. traditionally, transit policies were, we want to make transit convenient for everyone to use. that means, if you have -- i see a few people are leaving -- bye -- that means if you use a transit stop not as popular as another, you still get the same convenience as those that use a popular stop. now the philosophy is changing. the priority is not individual human needs, but end to end transit time. this serves the needs of

the rehab work would be done by sfmta. there will be no service impacts for the rehab work, the track crews can perform the work between trains but there will be detours for vehicular traffic. and they will need to provide bus bridges during construction and car traffic detours required. it will be done under contract. next is the alemany interchange phase 2. you may remember seeing a presentation in spring of 2017. this request is for district nine neighborhood transportation improvement program for recommendations from the study, including a shared use path for bicycles and pedestrians that connects the farmer's market. it would feature crossings and sidewalk improvements and fully fund the design phase of the work. the construction phase is currently unfunded however, moving forward with design will make the project a stronger candidate for funding such as the state active transportation program. if construction funds are identified, it could be open for use in spring 2020. phase 1 that was funded separately has a buffe

sfmta will be playing a monitoring role for all of those transportation related measures. we also have an implementation role for the capital measures that are funded by the project. through the negotiated terms of the project, they will be paying the full equivalent of the transportation sustainablity fee. this means about $40 million in transportation fees over the build out of the project. so we've approached the use of the fee revenue using the southern bay front framework, which is really to identify opportunities to leverage these funds with other development fees and sfmta resources to really invest in a way that's meaningful, and so you may recall that when i brought pier 70 before you, we had come up with an approach where because of the geographic proximity and the overlap in build out timeline, it really makes sense to look at the pot of fees between these two projects together and so we've identified a list of projects that the transportation fees from these two projects would invest in, and they focus on projects that expand reliablity and capacity and mainten

karly payne from sfmta. just want to provide a little context for the transportation framework component of this particular project. so to remind you, this project is right in the middle of an area a number of long planned and now on the verge of being delivered transportation projects that's really going to transform the transportation options along the southern bay front but definitely and very intensely for this future new neighborhood. the central subway and the associated increase in t3rd frequency. as they projects come together and build out the greenway, elect 2k4 electrification of the bike way. what we see in this neighborhood right now in terms of transportation options is not what the future residents and employees and visitors to this site will experience. it's going to be a quite different landscape. so as adam mentioned, one of the components of the southern bay front transportation -- negotiation framework is transportation. when we look at transportation, we're really looking at four things.

it's a joint station that we share with sfmta. i might say that the level of cooperation between bart, sfmta, stpd and the other agencies, public works, i've been at bart for 28 years, it's at a higher level than ever before. we're at the general manager level, the police departments are there, the city agencies are there. so we are working very closely together. but back to my one example. so the elevator attendants, as pal street and civic in particular, that elevator is only as clean as the last person in there. we just came to the conclusion that given that situation, we needed to have somebody in there all the time. so we are going to prototype a program for six months. we are hopeful that sfmta will partner with us and handle the two elevators as pal street and the idea is from the family foundation, there will be an attendant in that elevator -- or both elevators, for all the hours that that station is open. we think that's going to have a very positive impact. granted, it's a limited space, but believe me if you're in a wh

sfmta needs to take a lead role in a firm yet compassionate approach to vehicle overnight habitation on the streets of san francisco. currently, r.v.'s park on the streets taking up valuable parking spaces for neighborhood residents and persons dispose trash and many other items on the sidewalks of surrounding vehicles. this is a health and safety issue. it must be addressed. i suggest locating perhaps up to three or four large public sites, each not in close proximity to a residential property, block or so away at least, that could support r.v. and vehicle lots and perhaps charge a very nominal fee for maintenance to sustain these special lots. all requirements could be worked on for the benefit of all parties, but i think that's a safe and compassionate wray -- way to deal with it, and i think there are sites in san francisco that could deal with this. probably take 12 -- three or four sites that could probably how's up house up to 1200, so that's my suggestion. thank you. >> chairman brinkman: thank you, mr. christiansen. next speaker. >> sam lu. >> hi. i'm sam lu, and i work at t
