gary chang, senior program manager with sfmta. sfmta has been one of the national leaders supporting sustainable zero emission revenue fleet. indeed, we are the largesti operation of the trolley fleet. thank you to the board support, sfmta has replaced over 90% of our older diesel fleet with cleaner and more efficient electric hybrid vehicles. for the last production of this hybrid order, sfmta incorporates the electric vehicle, the hybrid vehicles with a higher battery capacity that allows for the vehicle to travel significant distance on battery power alone. what that means is, that distance will be traveled strictly on battery and with the engines shut off. with the increased battery capacity that allows stm to run a test program. it will turn off and turn on the engines automatically. the item in front of you seeking for your approval is to hybrid contract number 4, that includes all the necessary equipment to be added onto the vehicle to enable this green zone program. there are also other changes we have incorporated during

i'm hector cardenos, union representative for sfmta and paramedics. the sfmta presented the difficulties for rruitment and retention for school crossing guard program, illustrating the high turnover rate of employees performing this important work of getting children, disabled, elderly and general public across the streets of san francisco safely before and after school. we believe this is because the school crossing guard job is hardly treated as a real job by the city. currently, it's a temporary exempt job without grievance procedure. it is the lowest paid and no benefits for a job requiring putting one's self in harm on the streets of san francisco. the sfmta has refused to meet twiceo adequately address the issues along with theequest to review the equipment provided for the job. when asked for a review on proper care resistant rain gear, the sfmta provided the following response. so we had many meetings with sfmta, they're a funding partner for this pilot. and then probably the eventual rollout of the program, but then also with hunters point family, we wanted to make sure that the organization was going to deliver what it's reputation is with the city. and in fact,he ty have. so essentially the scope of the pilot is that we have elevator attendants, they're in the elevators at all times. they are operating the elevator. they're the ones pressing the buttons at the street level and also at the platform level. they don't exit out of the elevators unless there is a specific need. so for example, if our cash handling people are coming in, they step out, allow the cash handling staff to go into the stations and then go right back into the elevators to operate it. they're there from the moment the station opens around 4:00 a.m. in the morning to the time it closes at 1:00 a.m. and their job is to do a few things. first, they greet our customers, bart and muni. they greet the customers and take information about the types of customers that ar

once again, the grant as reported, sfmta and sfcta have been awarded $10.99 million. of that total, $5 million is being utilized by timma and will support the toll system design and implementation. $300,000 will support the piloting of an autonomous circulator shuttle on the island. at its june 29, timma meeting, we provided an update on grant award and are ready to move forward with utilization of of funds and are excited to that opportunity. related to that, staff will speak at the upcoming automated vehicle symposium scheduled for july 9-12. the annual symposium is organized by the national transportation research board and so hes yugs for unmanned vehicle systems international. on the project delivery front, as it relates to construction here, there are numerous construction projects that are just starting right now on yerba buena island. let's talk first about what was recently completed. as you all know, the efforts that we led the i-80 westbound on and off ramps is complete. also completed vista point. we're working to make the vista point facility permanent. s

supervisors to make it a violation to have a scooter share system without having a permit from the sfmta. that's now been through the process and that law goes into effect on june 4th. in the meantime, the sfmta needs to make changes to the transportation code to allow us to issue permits. that's a step i've been working closely are our board on to develop the legislation that sets in place t requirement for a scooter sharing program to be permitted by the mt and thereertain requirements that are inside that legislation about what the fee structure would be for scooters applying for permits, where scooters can be parked, what we would like to learn from them in their applications about their service area and how they would operate and how they'll educate their users about proper use. and then there's a third step which is for us to develop the actual permit application and permit requirements. and the director of transportation, who's the director of my agency, has the authority to make some further specifications beyond what's in the legislation. so where we are right now in the process

i can tellou not to shift the conversation away from the sfmta. i know the planning department has had some issues in the past where there's been some noticing that were missed based on deadlines, if it was internal or if it had to do with missing the deadlines, the publication based on the examiner. i think that we need to approach this conversation based on how we can expand noticing. i understand the arguments that supervisor peskin made about including this as a city that's a paper as a half. i think that's an important thing as well. i certainly want to see us have more options but i think what we are trying to do and i think supervisor ronen put this forward, we are trying to have more flexibility for the departments that are there. i don't think necessarily that expanding notification into more than one publication is going to limit people's ability to have access to that notification. so i would be for the original proposal amendment. i wouldn't necessarily want to constrict this so much. i like -- excuse me, deputy attorney gibner said in

as the author of proposition a, from the board of supervisors, to the sfmta and its commission, i very, very specifically did not give up the board's powers pursuant to charter section 9.118, which is why all of the previous items on this calendar have been coming to this committee and the board. and i did that so that the board would maintain oversight pursuant to that charter section. and obviously, we're going to vote for these things today, we have to, but i was rather taken aback by the statement in the budget and legislative analyst report and i have to get this off my chest, that the reason these were not submitted to the board of supervisors prior to june 2014 was due to central subway staff's misunderstanding of the sfmta charter authority. let's be very, very clear, section 9118 applies to the sfmta, any project over a certain period of duration or certain dollar amount comes to this board of supervisors for approval. that's the way the law has been for decades. it has not changed and i never want to see this happen again. >> thank you very much. good morning, chair kim, vice

sfmta is spending $40 million on repairing 2 miles of track, closing west portal station to castro market station for two full months. >> clearly when we get this work all done, it will be safer, smoother, quieter and when you add the new trains into it, it will be a major upgrade. >> reporter: john haley, director of transit for sfmta, says the repairs are long overdue. when construction wraps up august 24th, trains will be able to travel at their designed speed of 55 miles per hour, something they cannot safely do right now. >> if you did it now if we went 55 miles an hour, your fillings would rattle in your teeth. it would be an uncomfortable ride. >> it just delays an extra 20, 30 minutes to my daily commute to work. >> reporter: muni riders are being redirected above ground to take one of three buses which will slow down the entire system. >> you take a couple of buses off 1 line, another off others. so the whole system is impacted to some degree. >> if you just take a deep breath, we're going to help you get where you need to get to in a reasonable amount of time. >> reporter: muni
