i was hit by a car on howard street, where the sfmta delayed short-term improvements. i heard a board member say, i don't know how we can move faster. i'm here today because i'm excited about the improvements that we are moving forward with on howard, thompson and embarcadero. i think bike share is a key piece of this. we started an advocacy organization called our bikes. we have 870 signatures of people that use bike share. we were disappointed to learn that the sfmta removed two permits for bike share. when supervisor stefani came in, she asked for more public outreach. we rely on this system, so we really want the permits to move forward and not be unpermitted, i guess. we feel like it's not enough given the high utilage. overall, despite good inventions, the sfmta is crippling this bike share revolution. so we're here to try to empower you to be able to make the hard decisions on bike share. thanks. >> chairman brinkman: thank you. next speaker, please. >> i'm patrick trowberg. i moved from nopa to russian hill. in nopa, there were several bike stations. russian hill doesn't have

we will be in touch with board members as soon as possible with contact information as who will be leading this program at the sfmta and who you can work with to bring attention to particular schools in your district. this would be a three-pronged approach to the improvements in the schools. the first would be to upgrade curb and payment -- pavement markings at the school learning zone site and there will be a second subprogram for traffic funding measures on the local residential streets that are designated as school loading zones. and also walk audits. this is where someone from the city will go in and meet with school administrators and walk around within a two to three block radius of the school to figure out what needs to be done to improve transportation in the area. the low cost improvements and the recommendations that some of the audits would be constructed to this request, his a more significant concrete design, and construction projects will be constructed through a later capital project as a standalone project. several agency managers are here if you have a particular question. i am happy to answer ques

supervisor safai is preparing for the board of supervisors meeting, but i have a letter that i would like to read out loud. dear sfmta commissioners, over the past four years, the san francisco municipal transportation authority and various city departments have been meeting with housing and homeless advocates to adept to address specific needs and issues. i would like to encourage the conversation to continue and be part of any policy or creative solution. i have been contacted on a daily basis to complain about parking issues single-family hopes are the predominant form of homes. many have converted garages to living space and homes that used to have 4 to 5 people now have 10 to 12 residents, creating chronic parking shortages. we've been working with sfmta leadership to initiate a district-wide permit parking program. as a precursor to our residential parking permit program, today i ask that the fines are restricted behind the homes of my constituents living on de wolf street, who requested the city's help managing the use of the block by people living in recreational vehicles. the residents have complained about

sfmta impacting access to neighborhood corridors. so a couple recommendations that i, you know, have made is small business commission can draft resolutions requesting the mayor or the board of supervisors or departments to take action, and so that's one particular action that the commission and the office can do? a recommendation is also for the mayor to issue some executive directives. and so one -- an example of the fire item is requiring departments that are involved in infrastructure projects to include funding for construction mitigation in the project. also to include a directive to oewd and o.s.c. to develop some baseline in what should be involved in construction mitigation. also, staging and contractor parking is always a big topic, so directing departments to work with their contractors in minimizing the amount of staging and parking taking up on our neighborhood commercial corridors. and then, you know, sort of taking a look at what has happened with central subway that if -- to bring in -- and this is an example. you're not obligated to adopt it. but if there is an error and a delay created as a result of a contractor's responsibility, that in the contract, t

board members as well. it's in reference to the contributions for employees that are military service members. i'm currently one year in the military and i have been employed with the city working for sfmta since august 17, 2015. since that time period i have taken 132 days of leave. and with the military rank and structure i'm an e8 or first sergeant and i am the top man in my unit, which requires me to be gone for an extended period of time. now i'm also -- i was also hurt while i was training, so right now i'm convalescing for my injury that i incurred in the line of duty. anyhow, when a service member is re-employed at their -- into their previous position, the pension contributions are to be made as if the service member had been continuously employed. i have not gotten those contributions added to my pension fund as of yet. also since i'm one of the miscellaneous retirement plans, the latest one, and so my understanding is that whenever i retire that out of the past 36 months the highest three or the highest month leads. so this law, by the way, is united... united service members' employment and re-employment act. so basically the period of time that i was gone for my annual compe
