you both know, this is something that my office had worked on in 2012 when we had discovered that sfpd had been working in conjunction with jptf to survey or communities, particularly or south asian, muslim, arab community without any probable cause, meaning, you know, interviewing, joining, talking with members simply based on their race and religious afilliation without any evidence. i was really proud last year when the chief had stated that they were not participating in the joint terrorism task force, and i think this year, we've found that out of the six agencies overall, that i believe one -- only one or two are actually still continued to participate. and so -- sorry. over the 15 more than california counties, just two of those counties had any kind of formal representation on the task force at all. and i was just wondering on the record if you could speak to your thoughts about whether the police department should participate in the joint terrorism task force and your thoughts on this policy. >> thank you very much. it is an important -- an important topic and an important que

and between the medical examiner sfpd and the d.a.'s office, there is four, sometimes five investigations going on at the same time. ideally, there's a lot of coordination that needs to happen so all the information gets to the people that it needs to get to to make the decision to the chief's office. but i think we are in a much better place. i did give a directive to start with the older ones because we were backlogged. we are at a point now where we will not wait on the district attorney process decision, on a policy decision. that will play out as it will. we do talk to the d.a. and get a feel for where a case is going. but it is a policy decision, whether it is in policy or out of policy. we are in a much better place and it should get better as we work with d.p.a. to coordinate these investigations. all the information presented will be at the same time. >> it is my understanding that the district attorney's office has two investigations going. one from the d.a.'s office at south and one for their independent investigation bureau

prior to becoming an sfpd officer, she served in the u.s. army for six years. during officer cuthbertson's career with the sfpd, she signed nine years with the army reserve. in 2010 and 2012 she was deployed to afghanistan, responsible for supporting and building a local women's center where she developed and taught classes to help afghani women increase their birth rate and become self-sufficient. she was an advocate for afghani women and the challenges they face. as a police officer as richmond station, she volunteers to deliver food to seniors and spends much of her off-duty time volunteering at many of her daughter's social and school activities. last year, officer cuthbertson learned about 64-year-old june greelus and her family. mrs. greelus was suffering from end stage renal disease and waiting for a transplant for 3.5 years. cuthbertson who was 16 when she lost her mother, thought about how she could help since joan's daughters and husband were not a match. in a self-less act, ana determined to donate one of her kidneys to mrs. greelus. she was not a ma

the d.p.a., particularly as it indicates to reporting requirements between this commission and the sfpd, going forward, i would like to see if there's any real accountability, something that the public can see besides dry numbers. i have regularly attended meetings of the ethics commission and after ten years of attendance don't know of a single thing they have done to improve the ethics of this city government. they shuffle papers, kill huge number of trees and only manage to shuffle events. i've likened it to shuffling deck chairs on the titanic. they have no enforcement power and can only recommend that the offending parties take action against themselves. it's ridiculous. will the p.d.a. actually achieve any level of account ability? that's the open question. and to finish out, i'd like to talk about page seven of the annual report where it talks about mediation. under the old o.c.c., i brought this up a couple times and was told by members of the police commission i was wrong until the last o.c.c. commissioner said no, mr. harts is right. the way i understand the mediation process

that's why the sfpd had no idea what was happening when we were almost attacked on pier 39. i think we need to find ways to cooperate when it makes sense, to hold our values, and to find a due process way to protect immigrants. >> thank you. mr. murphy? >> unfortunately. a lot of the talk of sanctuary cities misses the context that it comes from. angela alioto wasn't quite getting the attention she thought she deserved, and she was the author of the sanctuary city policy, so she staged a press conference and said i want to close this loophole. and actually, sent a ballot measure to elections, which was terrible. it would have allowed any -- any law enforcement officer to pick anybody off the street and hand them over to i.c.e., which sounds a lot like profiling which sounds counter to san francisco values. later she fixed it, once we called her out on it and said you're a civil rights lawyer. you shouldn't have done it. we have a civil rights policy in effect. we are a sanctuary city, and we should protect those, including some of those are among the youngest border crossers

nine cases still have active criminal investigations with the sfpd or the d.a.'s office.is as of august 14th. three of those cases, of those that are criminal, at three of them also have an open medical -- an open investigation with the medical examiner. we did receive, during that time , one of the outstanding medical examiner reports and we received one from the contra costa eat corner -- contra costa corner. we did receive a charging decisions in three cases since i last presented to you. that was four for 15,010 and 16 -- 16,001. it was dated july 24th, 2018. that is a snapshot of where we are. i wanted to update this lightly today, just because we expect to present at the next meeting. 16,003 is being readied for presentation. 17,001 has ongoing criminal proceedings related to the case. 17,003 and 17,004 are being prepared for fdr be. at 17,000 has an active criminal investigation and final homicide and the final admin ports are being prepared for 17,006 and they have active investigations for the remaining cases listed. that is where we are. >> thank you, sergeant.
