you can see sfpd officers are here even with their families. they will be joined by san francisco mayor london breed, san francisco police chief bill scott, and other city officials to recognize this moment. earlier this month, sfpd submitted the final 27 responses to the 272 reform recommendations that were issued from the department of justice more than seven years ago. that review was launched in response to the department's use of force policies and practices. it came in the wake of a deadly police shooting back in 2015 that sparked public outcry as well as subsequent disclosure of racist and homophobic texts that were exchanged by some of his officers. the doj then made those 272 non-binding recommendations to transform policing with an emphasis on reducing use of force, increasing then transparency within the department, and working towards racial equities. now, all this comes as the city is reporting lower crime rates during the first quarter of year, property crime is down 32%. violent crime is down as well 14%. that is -- those numbers

these intersections has been the scene of at least ten crashes in the last two years, having, our sfpd go out there and focus on those streets that are the most dangerous streets that are not designed for safety over speed. those are the places that it does make sense for our sfpd to be doing enforcement to curb that dangerous behavior. it's a reversal of a downward trend in traffic tickets. according to sfpd data, the number of traffic citations officers write has dropped by 96% over the past decade. the department says it's partially because of a drop in staffing and new regulations. but supervisor rafael mandelman says this plan and a recent effort by officers to get out and enforce traffic violations is an improvement. i guess where i am now is cautious optimism. i think even with their resource constraints, they they do appear to have made progress in the last few months. they do seem to have a plan to do better over this year. supervisor mandelman says he will hold a hearing in six months to monitor the department's progress with this new plan to focus on problematic intersection
