item 13. >> item 13, informational hearing and possible adoption of an sfpuc technology policy. >> good afternoon again. i have before you today a technology policy that we have reviewed with the general manager's office and other staff of the puc. earlier this year as part of budget deliberations, you went through extensive review the various policies that you have adopted as a commission. those were rate policy, budget policy, debt policy, reserve's policy, community benefit policy, environmental justice policy. at that time, the idea of a technology policy was also brought up as a possible date in some document that the commission might consider. what is before you today is a draft of that policy for your consideration. if i may quickly walked through three or four key slides. if i can have sfgtv bring up the -- thank you. the draft policy before you is ally and similarly to the major categories of the triple bottom line which you deliberate it and discussed before when discussing capital programs. this draft policy also mirrors that and would allow and direction and guidance documen

because there's a lot of plumbing work involved, they actually have an $8.5 million contract for the sfpuc administration building here in this city. local participation, and i am very pleased that we got a company with this type of expertise. vice chair ortiz: having to be the lowest bidder for small businesses -- do you find that when you're soliciting rfp's the small businesses, because of their size, have a difficult time being the lowest bidder compared to a bigger company? >> there are two phases. the answer to your question is, some of the contracts, the really small contracts, there is no problem. the larger ones, they really have to be -- for a small business to take on a very large contract, getting bonding for really big contract is difficult, which is why we split it up. the next item will help answer your question. vice chair ortiz: this was just in general. >> in general, we have managed to reach the targets or have been setting. and we have been getting good local firms. but there are only a limited number. chair kim: just for clarification on this item, i noticed that there

. >> as a reminder, the sfpuc has a commercial program for waste water enterprise that serves as the financing option. the first item proposes new dealer agreements with four firms to serve as dealers for the waste water commercial paper. these new agreements are meant to replace the ones expiring next month. we will market our paper to investors at the lowest cost possible. the second item proposes a three-year agreement to support the recently increased waste water commercial paper program. these agreements to serve as a security pledge to the investors in our commercial paper in the event that we are not able to repay them. it is essentially security backing for the commercial paper program. the i just have a few slides to share with you. the agreements we have shared with you are essentially identical to the ones we have shared with you previously. there is virtually no change. in terms of the facility, i want to spend time talking to you about this. we have a commercial paper program for waste water enterprise. in december of last year, you approved an increase to the commercial

michael candidate, director of cleanpowersf at the sfpuc. i have a short update. hopefully a sweet update. in terms of where we stand, as you know, we have been waiting for the board of supervisors to act. during that interim time, the good outcome of that time has allowed us to go back and renegotiate with shell and get better terms regarding the collateral amount. notably, we have been able to discuss with shell and get them to agree to reduce the amount of collateral that would be going into escrow from $15 million down to $7 million, a reduction of $8 million. that is 3 positive. it increases to $4.5 million. that frees up $6 million from the initial 19.5 appropriation. the appropriation ordinance that will go before the commission, before the board of supervisors , it keeps the $19.5 million appropriation, but we are using that additional $6 million that has been freed up to allow us to start out of the gate at $2 million for energy efficiency for participating customers for a solar incentives and have $2 million available for getting studies under way to hav
