the sfpuc and supervisor david campos in dialogue with community advocates of clean energy and green jobs have put forward the board of supervisors the clean power program that would engage 30 megawatt start-up to prime the pump for unprecedented in-city build-out of renewable resources. previously a number of us wrote to you stating that -- i will read below. the gle ball crisis of collapse demands all communities rebuild local infrastructure on rock-solid foundation of strongly localized, strongly and renewable electricity and energy efficiency through employing large and able workforce required to construct and install that infrastructure within the next decade. worsening and extreme weather conditions and wildfires in the u.s. and high unemployment rates in california and nationwide have made it clear san francisco will take a strong leadership role in putting our community to work and replace outdated fossil fuel with locally installed clean power as rapidly as possible. it is vital you strongly support this legislation. we have a broad range of support from environmental, xhaou

sfpuc projects. the time has, to give opportunities for young peoples. they can do any type of work. ++it is very diffic. poison ivy, working in very hot conditions. what i am here to state to you -- some of you represent the unions, some of you have worked with the unions. when it comes to t all of you heads of departments can do nothing to stop the violence. this is serious. i have three members of the community response over here. whenever someone is shot and killed, they go and do the preliminary work. not the police. the police rely on them. that is where it stops. i am fortunate that the manager of the sfpuc and some others were capable of helping us, help us. they help us in directly. the time has come to help us directly. to give us jobs for 18 months or two months so that i can stop this violence -- a month or eightwo months. there is a feud between segments of the population. we just put a lid on the situation. if that situation air drops, it is on the city. it so happens -- erupts , it is on the city. please stand up to address this issue. pol

they had a tenant that apparently wasn't paying their water bill, and i guess out of policy, the sfpuc sends a notice of any kind, which is a lien notice five months after bills have already incurred. so the first time that a property owner, my parent's english is very limited. i helped them, so the first time my parents even heard there was a problem was five months on or after usage already occurred. so, we know after my parents heard, they started the eviction process. so 11 months later, my parents who didn't use a drop of the water is having to pay $9,000 plus, so, i understand the concept of making the property owner pay for things, but the question that i have is, why does a notice have to be sent out only five months later? and so i ask this question, i have written a bunch of letters. the first was support to marge viscara and basically the statement was, no criticism to them, but they're just following policies. that this is allowed. we didn't violate policies therefore you owe this money. my thing is the policy then, i think there's, you know, it's questionable. whether you'

but more importantly our members work for the utilities, ibw members who work for the sfpuc and pg&e in san francisco of course. but also 30 other utilitis in northern california. most importantly we have a viewpoint unique. i won't say all-seeing but very broad. we have fundamental concerns. not with the attempts. i think the fair and honest attempts to implement it since 2004 here in san francisco, it is with a contract with shell energy. obviously we have heard impacts in san francisco itself. it is a net job loss. still a job loss but more importantly to us, members who work to generate power in northern california and to know where that power goes, most does not go to shell energy, most goes to customers and residents here in the states so shell has to purchase their electricity. not all but a good part from outside the state that. is our fundamental concern. it is our work. this is a proposal to contract that out. other issues, and i appreciate the fact you are looking closely at issues around consumer education and impacts because there are some bad impacts on consumers but fu

michael candidate, director of cleanpowersf at the sfpuc. i have a short update. hopefully a sweet update. in terms of where we stand, as you know, we have been waiting for the board of supervisors to act. during that interim time, the good outcome of that time has allowed us to go back and renegotiate with shell and get better terms regarding the collateral amount. notably, we have been able to discuss with shell and get them to agree to reduce the amount of collateral that would be going into escrow from $15 million down to $7 million, a reduction of $8 million. that is 3 positive. it increases to $4.5 million. that frees up $6 million from the initial 19.5 appropriation. the appropriation ordinance that will go before the commission, before the board of supervisors , it keeps the $19.5 million appropriation, but we are using that additional $6 million that has been freed up to allow us to start out of the gate at $2 million for energy efficiency for participating customers for a solar incentives and have $2 million available for getting studies under way to hav

i think there are a lot of conflicts in anyone who has any business before the cpuc or the sfpuc is oftentimes conflicted out. we have a couple people that might fill that vacancy. i made a couple changes. we formed a new subcommittee, which is going to be headed by alex landsburg. he's going to not meet every month, but have a quarterly meeting and kind of look at those issues that are very important to the community. replacing, he was the wastewater subcommittee chair and he's being replaced by javier pruit hill, who is a recent appointee and the water commit, david pillpel will be heading the water committee. i'm sure you will have lots of procedural comments that will come out of that committee. it will be good to have new blood come out of that committee and we're going to give that a try. the power subcommittee will be run by doug cane. the resolutions that came forward. a resolution in support of alternative nonpotable water. it was brought forward and i think hasn't been voted on by the supervisors yet. we had a resolution and support of ssip validation program and also an excess land

[applause] colleagues again congratulations and thanks to both mr. harrington and mr. campbell and now if you can call item five. >> item five is execute -- executive director report. >> jason is going to talk. >> the san francisco lafco has been approached by other bay area lafcos to be the host city for upcoming staff workshop. every year the association rotates around through the different regions and do the staff and commissioners workshop. in april 2014 the coastal region which is the one san francisco is in is host to do the staff workshop and the other bay area lafcos asked if we can host the conference and he day and usually in april. dates are to be determined and i am giving information ab

commercial purposes, is a voluntary program to try and model on the new headquarter building for the sfpuc to have people conserve more water. that also has passed unanimously and will take effect i believe in the second week of october. the efficiency legislation that supervisor weaner has had pending for awhile remains pending. the board may take a final second reading and vote on that at the last board meeting in september that is not yet on the agenda. supervisor chu, as you know, does have another piece of legislation dealing with water bottle filling stations. that has been the code advisory committee for two sessions. during the last one, his staff member came and made a detailed presentation to the full cac and to the subcommittee. that staff person will be coming back probably with some people from the s.f.p.u.c. to talk about some of the details in those units. that will be of interest to us because if that legislation passes, we will be required to keep an inventory of the installation of these types of bottle filling station and provide annually for the next three years a repor

when the rate fairness board provides proposal onto the sfpuc and board of supervisors and second amendment on page 16. the further be it resolved the board of supervisors supports an appropriate discount for sfpc customers and resolve the sfpc take an outreach campaign in multiple languages with a particular folks us on multilingual communities and then the recommendations made by our budget and legislative analysts. i think this was a really tough issue and complex issue for many of us. we all support clean power, clean energy. of course we weren't able to meet all of the goals we had set several years ago, but i think the p.u.c. did an incredible amount of work to get us as close to the goals as possible. i personally have a clear understanding of why we weren't able to meet all of the goals we had set out. i think my top concern when reviewing this policy was of course for the most vulnerable rate payers, whether they are low income, mono lingual in a language other than english or seniors. i feel a little better now that we are ready to engage in a plan to educate. i think we should wo

partners, with the hope of being able to reach out to individuals and organizations that are new to the sfpuc but have a vested interest. we will expand upon the current channel that we used to reach current stakeholders, using new technology and social media. our next steps are to, from now to the spring of next year, we will complete the development of the communications plan. in addition, we will continue to meet with the decision makers next door at city hall, including folks in the mayor's office and board of supervisors, to educate them on the program. there are some individuals that we intend to have regular contact with because they have been very much interested in the decisions. we need to do more work with the board of supervisors and mayors office. we will continue to do ipad service, the online telephone service to get additional feedback from the public as we are shaping the program. we will continue our partnerships with educational institutions and we will be finalizing the curriculum and metrics with the school district because they are ready to go and implement this program
