the big question is where does the sfpuc stand on these issues? i believe they've been very aware of what's going on. they might not participate in some of the meetings, strategically, but there comes a time when silence is betrayal. words of martin luther king jr. and just standing by and allowing things like this to happen is not okay. now, i think your staff is well aware of senator feinstein's position on these issues. last fall, she sent a couple of letters with very strong language telling them to back off. we got suspicious and we filed a sunshine ordnance request and we found a whole paper trail of sfpuc staff and lobbyists in dc working on these letters. feinstein sent another letter to the department of commerce last friday. does staff know about that, of course they do. i think you need to sit down with staff and have a real heart to heart. we came and we discussed the rider three weeks ago. and we asked sfpuc to put an issue on the agenda. and we wanted them to oppose it. have a real dialogue about it and discussion. you're representin

and it's the sfpuc's commission that provides it. the only way that the board of supervisors is going to be able to do -- to weigh in would be by resolution or by a budgetary line item. and then approving the budget. so i think that it's important when you prepare information for lafco that those commissioners that also serve on the board of supervisors could take a memo from lafco to their other supervisors. that might be a helpful way to bridge the gap and, you know, and maintaining the independence and the differing roles that lafco has from the board of supervisors. but also providing a document and some clarity that, you know, chair fewer and commissioner ronen can take to the board of supervisors and then say, you know, because of the work that we have done here on lafco we'd like to bring this forward as an item of discussion on the board. that would be helpful. just sort of to have a second step that you could help to prepare a document. >> supervisor fewer: right. and to complement also the work of what cleanpowersf is doing

for the sfpuc. and for the update today i'm going to cover a few things and provide an update on clean power s.f. enrollment activities and service status to customers as well as regulatory activities that we have been involved in since the last lafco meeting. with respect to enrollment in service to customers we continue at this time to service about 81,000 accounts in the city and the county. our program opt out percentage 3.2%, that's the number that i have been reporting if are some time now and it's been stable. and our super green upgrade rate is 4.2%, which is stable although growing. and so everything is moving quite well. as i've also reported in previous meetings or at previous meetings, we're in the midst of a large enrollment. we've now sent two of our four enrollment notices as required by state law to the approximately 27,000 accounts that will be enrolled beginning next month. in fact, next week will be the beginning of the process to clean power s.f. and that will continue throughout

nobody from the sfpuc. after that, there was no follow up. we passed the test. apparent they have a list on some website. we weren't given a certificate. one of the concerns of the contractors was that in the united states, theresn't niko that produces the material, the pipes, the suctions, pumps. most of it comes from china. so when we talk in this grand scheme of things, and if you go to the bottom and see who really constructed whatever was constructed at cesar chavez or who really constructed the stuff on valencia, these are contractors who more or less did it without a baseline pl plans. now, there was one frame there that says sfpuc is going to do this and this and this. but they cannot do it all over the city. it has to be incorporated in removing all the concrete in front of your house so that we do it just like they don advanced countries, okay. all of the greening that was done in the visitation valley wasn't done by sfpuc. thatwas done by grants, by people getting other contractors and doing it. whenever we talk about this, the main thing is as one of

as you know, sfpuc declared emergency on march 23 and clean-up efforts and ecyen repairs were immediately started to restore water delivery to the city. i would like to just show you a couple of photos, i know steve richie showed some photos right just after the event, but this is a photo that shows the floodwaters near their peakt about 1:40 in the afternoon of march 22, and what you are looking at there is the dam over on the left side, with the floodwaters within about a foot of the crest of the dam. which is something that you really you never want to have happen with a dam because overtopping is something that would be, that we want to completely avoid. and so at that point, and after seeing seepage on the downstream face of the dam, as you know, an emergency evacuation order went into effect and downstream folks were evacuated. on the right side, the floodwaters are actually going through two spillways, one is the main spillway, which is kind of in the center of the photo, where you kind of see the water going off a cliff and then on the far right is the auxiliary spillway, built in

that's why we have many without the sfpuc having to take on what is required by other utilities. many of these disputes are subject to settlement negotiations at furk. under both the state law, pg&e has the duty to treat customers equitiab equitiablely. in 2015, they became subject to [indiscernible] in order to receive lower cost wholesale electric service. the federal power act exists to ensure all utilities have access to existing grid infrastructure, deliver energy, and make sure each utility bears a financial responsibilities in serving customers. puc and pg&e have continued to disagree about the scope of those requirements. as you are likely aware, the parties litigated these disputes at firk in 2016. we continue to wait for that ruling. acknowledgment of our long shared history in san francisco -- i've been with pg&e for 34 years, most recently in the san francisco division. they've made additions to legacy service. most significant was the agreement to grandfather all city loads prior to 2015 by not requiring the city to own and control infrastructure known as these facil

the sfpuc was in a drought and it reduced spending. this next slide is the slide that enumerates, the special projects and what we intend to do with the money. the projects were initially identified during the initial moa, but because we didn't have funding because of the drought, they were pushed off. these projects benefit both puc and park service. and the costs are shared with a few exceptions. what you see is san francisco's contribution on this slide. the composting toilet, the design funding would be funded by the puc and we believe replacing the flush toilets will reduce the waste water discharged. the park service will be responsible for program management and environmental requirements. the wilderness stock framework helps to determine the capacity and understand stock behavior, build monitoring terms and determine baseline conditions of the camps and meadows. those are the two most significant projects you see here. just to note that the puc is the sole beneficiary of the raker boat replacement. i'm happy to take any questio

so interim repairs and improvements made by october 1st of this year, so that sfpuc in consultation with the division of safety dams would be comfortable putting the reservoir back in service until longer term improvements can be made. and so i'll just show you some of the damage, this is damage at the toe of the main dam after the waters had receded. this downstream was included flooded, including the fish hatchery. we have a project plan to fix that as well as do some recontouring of the channel and protection berm. this is erosion downstream of the diversion dam, so we are currently doing the design to provide protection of the dam, potential undercutting of the dam. we would not want the conversion dam to fail for a number of reasons, but primarily it's a water quality protection from the potable water. now we have started investigations and a complete condition assessment, both the dam and the spillways. this is a trench that was excavated to investigate essentially why we believe the seepage was exiting the face of the dam. and what it appears is that there's very pourous materials
