at the end of last month, the sfpuc issued a decision addressing i.o.u. service disconnections and an additional covid-19 related debt measures. first, with the advocacy from san francisco and other c.c.a.s and ratepayer advocates, the decision extended the disconnection moratorium through december 30, 2021. we believe that the effective moratorium will actually be longer than this, likely through the end of the calendar year. in addition to extending the disconnection moratorium, the decision authorizes new covid-19 relief payment plan program that will auto enroll all investor and utility residential customers with energy utility arrears greater than 60 days into a 24-month payment plan. that will continue to protect customers from utility disconnections as long as they do not miss more than two monthly payments. this program will complement the arrears management program that we discussed here in the past which provided debt forgiveness for low-income customers that are enrolled in similar 12-month payment plans. while the decision did not specifically

so for example, the sfpuc territory, population grew by 8%. per capita demand decreased by 30%, and overall demand decreased by 25%. great success story. next slide. and we've seen just recently how demands -- demand projections affect water supply and potential rationing. so prior to the urban water management plan, the sales cap was going to be used. the contractual obligations in a manner that represented demand starting now and going out to 2065, the 265 demand there. next slide. okay. great. but that was changed. a switch was made to use actual demand projections with the bottom of this slide. current actual being 148, and the bottom being 246. next slide. but with those original numbers, the sales cap, it was projected that in year three of a drought, only 45% of supply would be available, which means there would have to be 55% rationing. next slide. but by using the demand projections, the water available climbed to 60%, and therefore, rationing declined from 55% to 40%. that's a pretty big change. next slide. so we looked at the previo

i want to invite the sfpuc on these items. >> good morning. my name is charles and i'm a member of the budget and appropriations committee. i'll present to you these four items before you today. two of the items are amendments to our fiscal '22 capital budget approved last year. one of them for our waste water enterprise and the other is for our power enterprise. the other two items are associated amendments to bond financing to fund those changes in our capital budgets. our commission approved these changes to our capital budget and bond authorizations on february 9th and the capital finance financing committee, the capital financing committee approved them on february 22nd. supervisors, here's a high level view of the proposed p.u.c. budget for proposed 2022. the spending is related to our waste water and the majority of that is to fund the south for clean power which is our newest capital plan. so here is an overview of the budget. supervisors, we have a $213.5 million proposed change in our waste water enterprise and $17.3 million from wha
