g sfusd g codes from the state. what that meant was that at moscone center in san francisco, our largest vaccination site not a single teacher was vaccinated in san francisco yesterday. that very much upset me, because while you are right the experts say it's not necessary to vaccinate teachers or educators before going back to the classroom, it's part of the deal. and we want to get moving on that part of the deal. that has already been agreed upon. >> i did read a statement on the -- the board's website, if you will, that made it sound like it was sort of a mix-up, that the codes were sent to the city and that the ski didn't promptly turn it over to the school district. was that part of the confusion? >> so the, yes and no. so what -- the city complained. i complained. the mayor's office complained to the state. . as a result of those complaints last night in the evening time the state sent to the city a certain number of the codes. this morning, first thing in the morning, the city sent a majority of the codes to

the city of san francisco handed off more than 2600 codes to sfusd tuesday. the superintendent says the district expected 5000 today, saying that the city has had the ability to vaccinate educators for over a week and staffers are having trouble to get appointments. we need the city to prioritize educators. what are your thoughts on the progress that has been made by sfusd or lack thereof? >> sometimes we're told one thing and it is something else. until they are straight with us, until we are able to get to a date certain and get things going, i am not sure what is going to happen. >> reporter: negotiations between the unions and school districts continue with no opening dates set for san francisco schools. in marine county, 90% are open. >> we can cross check them at the actual site. so there is a structure to it, it is not just a free for all. >> reporter: more than 25% of educators in marin have been vaccinated. >> there is not a cookie-cutter approach to this. committees have to figure out what is the right fit for them to be able to move forward. the pa

>> hi, my name's jennifer and i'm a teacher on special assignment and i also have a 1st grader in sfusd. the district imposed schedule with arbitrary and inequitable hourly requirements for instruction is really concerning and it basically guarantees that instruction for all students in distanced learning and in person will suffer under the schedule. so on monday, tuesday, thursday, and friday, teachers are going to have to decide during their 15 minutes of prep time whether they get materials ready for their students or go use the bathroom. for two hours on wednesday only, they'll have to plan lessons for a whole week for two different models. review student work and make changes to lessons based on that. plan accommodations for students with ieps. hold ieps meetings in the day. call parents, collaborate with colleagues, check in with special ed teachers, parents, social workers. write and answer e-mails. i don't know when teachers will write and answer e-mails. maybe even attend a pd. doesn't sound like there's going to be time for that u. all in two hours on wednesday. this schedule

we are looking at providing all of our sfusd families and children opportunities for independent learning, and this means partnering with our public libraries to ensure that there are books that children can take and keep in their homes to build their own libraries. we're also building out special programs that are geared towards virtual support for families who still feel that virtual programming is the right thing for them and their children. we're going to build academic in-person learning for 20,000 children. it's going to be very focused on integrating academics during the day so that children can have the opportunity to catch up, and then, in the afternoon hours, they continue to have their summer fun and, you know, bowling and just enjoying themselves in the summer. we're partnering with rec and park to standup the usual phenomenal rec and park programs. we're also offering scholarships for families who choose to go to other types of camps and programs. and i also talked about the virtual supports that we will be providing for all of our children. just want to emphasize that it's n

that's pretty bad and it's actually very unprecedented of all the top 25 metro areas in the country sfusd is the only one without a plan to re-open middle and high schools. that's totally unconscionable and we need to focus on re-opening middle and high schools, we also need to focus on communicating more effectively. we've heard very inconsistent information about re-opening guidelines from the district to principals. that normal class sizes can be done and that they can set up normally. they don't need 6' of spacing anymore. we need a plan for middle and high schools and i heard alcan walk and chew gum at the same time. maybe we should move forward and actually make a plan for the rest of the district. thank you. >> clerk: hello, gerald. last time, gerald. thank you. >> hi there. >> clerk: go ahead. >> thanks for taking my call. i just wanted to repeat what a couple of the callers have mentioned about the need for out of school time programs and onsite after care eventually at least if not immediately. it is difficult with you to expect people to come back and send their kids to school

and we're going to engage them in fun academiccally -- academically integrated programs with sfusd and rec and park and other non-profit organizations we'll be offering a cornucopia of programs and [technical difficulties] it's going to take a lot of time and effort and it's all hands on deck. someone said to me for the earthquake i forgot one year now the big earthquake took a couple seconds but took years to rebuild and recover from the earthquake and this is somewhat the same and we need to come together to figure out how to support our children and families and not only mitigate what happened last year and to build further into look forward. we'll be working together on summer together to make sure our children and families have access to opportunities to help them. then under supervisor ronen's leadership and supervisor melgar's leadership we have sf rides which doubles down on providing supports for children and families to mitigate learning loss and help families and children to see we're coming together to support families and make sure families have about what they need to be

thank you to sfusd staff, jenn song, joanna fight and board of education member allison collins.city college staff meg hudson and my legislative aid, lee mile lovett for their work on this important proposal. finally i'm introducing a resolution today recognizing march as problem gambling awareness month. even during the pandemic, americans wagered nearly $22 billion on sports alone last year and a 50% increase and americans spend more money on gambling than grows re. growing methods online from internet casinos to social media gains have only increased the omni presence of gambling in our lives. beginning in 1998, the san francisco department of public-health became one of the first in the nation to offer a problem gambling prevention program to serve and support residents suffering from gambling disorders. a model that has since been replicated across the country. this resolution follows a similar resolution unanimously passed in 2019 and puts us again on the record recognizing the impact problem gambling has on our city and it's residents. and in support of our reach education

sfusd will tell us more in-person options by the end of april. san francisco filed a lawsuit against its own school district to establish a concrete reopening plan. san jose unified are set to reopen april 2021. public schools across california now have access to $6.6 billion to help them reopen. this bill is going to reaccelerate openings all over the state >> governor newsom authorizing the bill via zoom. $2 billion for districts that can get some kids back to class by april. as california schools look to reopen safely, so, too, are sources of outdoor entertainment, including oracle park and the oakland coliseum in time for the giants and a's new seasons. gene eli has more on the excitement from fans and how the stadiums will keep fans safe. >> reporter: they got the news they have been waiting for. the state has given the okay for fans to head inside the ballpark. >> it is the best news we have ever heard. >> giants fans are thrilled they are welcome back inside oracle park. >> high five, hugs, chest pump kind of moments. it was very exciting
