shaheen: i hear what you are saying. but it appears to me that this is what we've tried to do in a number of countries in the region. yemen, certainly's in that category. egypt is in that category. i think syria early on was in that category. and yet, it has not led to success. and so what is the missing ingredient? not enough military might? there's a lot of concern that i hear from people in this country about engaging in troops in the same way that we have done in iraq and afghanistan over the last 13 years. so how do we get -- what is the missing ingredients that need to be included in order to get to success? mr. jeffrey: in a somewhat happier period of my life, i was involved in the balkans. we had to conflicts there. at one point, bosnia seem to be more intractable as syria, and almost as many people die there in a country 1/10 of the size, right the middle of europe. when we went in, a lot of the attention was on our military our bombing campaign. and again later and kosovo four years later. but it was a whole se

what senator shaheen is saying that is particular important in my home state is to present where we have mostly small businesses senator shaheen is saying that she is going to make sure as part of the enforcement effort we beef up the effort to help small businesses particularly the state-level nod that the at the federal level, at the state level to promote these efforts to add more markets for small businesses. in addition to senator shaheen's amendment as farce those customs markers are concerned we are also going to make the environmental protection provisions that i just described at the i senator bennett a priority and senator cantwell's trade enforcement trust fund and i am very hopeful about the trade enforcement trust fund as well and suffice it to say there centers on both sides of the aisle because there is an awareness that again you can have trade laws. we are going to need some resources in order to make sure they are implemented so i think the trade enforcement trust fund is another very important priority and it is one that the pro-trade democrats have said would be part

shaheen: thank you mr. president. i've come to the floor this evening to join my colleague senator heitkamp, from north dakota and to follow senator cantwell from washington who spoke earlier this afternoon to talk about the importance of taking action to reauthorize the export-import bank before that bank expires at the end of this month. at the end of june, the charter for the export-import bank will expire and that means billions of dollars of lending by the gang to support american manufacturing and exports will come to a halt. and i'm sad to say that what we face right now is a completely unnecessary crisis. there is bipartisan support in both the house and the senate for the export-import bank, but we have just days until the charter expires. we need to begin now the process of reauthorizing this critical job-creating program. and i know there may be some different ideas in this chamber about what the reauthorization of the export-import bank should look like. i have introduced a bill that would reauthorize the
