shannon bream following this tonight from washington. shannon? >> hi, shep. well, you know the idea of taxing employees for their health care benefits actually fell absolutely flat when it was floated here on capitol hill, so now senators are talking about going after those insurers who issue the plans, especially those high ticket ones known as cadillac plans. senator john kerry is floating this idea of taxing insurers on high-end plans that they sell. one senator told me we're talking about policies with premiums in excess of $25,000 a year. the aim is to try to raise roughly $100 billion over 10 years, but of course that's just a fraction of the cost estimates we have seen for health care reform. and experts say less than .5% of americans even have these pricey plans, so you have to wonder if taxing them would actually generate the revenue they are looking for. also, this expensive coverage isn't just for wall street executives and big-time bankers. a lot of these plans actually belong to older people or those who are chronically ill, so taxing them could

shannon bream, moderate democrats are pushing back on the president. are they getting any changes that they want? >> it is hard to know at this point. they have agreed to some minor things. we have been told by the blue dog chair that what they got from the president was a verbal agreement that he would allow them to put together the medicare, medicaid advisory council. on the senate side, we already know they will agree to that. it is a minor point, but the blue dogs arwill not sign onto something that is anything but deficit neutral. they want improved access with special things for small businesses. shepard: deficit neutral. and the house speaker, nancy pelosi, has successfully corralled the blue dogs in the past. it does not seem she is having success this time. >> i think that is fair to say. they had to counsel the markup session yesterday. they are canceling it for today as well. the blue dogs are still not at the table. they sent a harshly worded letter to nancy pelosi. today she has painted a picture that things are going well, but she knows s

martha: shannon bream is at capitol hill right now.ocrats? >> they are the key group because they have brought things to a grinding halt today. the house energy and commerce committee had to cancel its markup plan today basically because the blue dogs were not on board. a group of them were at the white house talking with the president. they have sent a letter that 40 of them signed on to to democratic leaders saying that we are not going to sign onto something that is not deficit- neutral. this is where the cbo gives them some cover if they decide to vote against it. on friday they reported a $239 billion deficit attached to this plan over 10 years. that gives them cover to say i cannot go back to my constituents and say that i voted for this. also, many of them have the feeling that they were strong armed into voting for cap and trade not long ago. nancy pelosi expended a great deal of political capital to get those votes and they may not be willing to do it again. so far, they are digging in their heels. martha: let me bring back in

correspondent shannon bream explains a proposed tax on very expensive insurance policies. >> the so-called cadillac health insurance plans come with hefty price tags and generally don't call for a co-pay and allow the insured to see any doctor they like, but the insurers who provide those top tier plans could be in the crosshairs of senators looking to find revenue to offset the cost of healthcare reform. >> we were talking about capping the tax exclusion at $25,000, which means any insurance product over $25,000, that was worth close to $100 billion over ten years, so it is real money. >> how much revenue would this excise tax really raise? some experts estimate less than one half of 1% of all americans with healthcare coverage have plans of premiums of $25,000 or more. >> we don't seem to know how many people have cadillac plans or even very high-cost plans, but we don't think there are very many of them, so if there aren't that many plans or people to tax, there isn't that much revenue to generate. >> not all high-end plans belong to bankers or wall street executives. many belong to ind

shannon bream live on capitol hill. we want to give you a feel for where we are in all of this. let's look at what is on the table in both the house and the senate. here is chief political correspondent carl cameron. >> in the house, two committees, the tax writing ways and means committee and the education and labor committee have both passed separate versions of healthcare reform. both have a public option for government-run insurance. the non-partisan congressional budget office says the ways and means version would total more than $1 trillion over a decade, raise taxes and add to the federal deficit. the only thing bipartisan in the house is the opposition. six democrats and the two committees joined all the republicans voting against both bills. the third house committee, energy and commerce, has ground to a halt because of democratic opposition. the conservative blue dogs' stalemate in energy and commerce effectively stalled things in the full house because all three bills must be merged into one before the full house can hold its final passage vote. on the senate side of

bret: shannon bream live on capitol hill. of the president's most publicized goals is to provide healthcare insurance for all americans. just how many are there? who don't have coverage? correspondent steve brown reports it depends on who you listen to. >> we've heard lots of numbers tossed around about americans without health insurance. >> the 50 million uninsured. >> that number is always fluid. >> the 46 to 50 million. >> the census bureau's recent statistics from 2007 put the number at over 45 1/2 million people in the u.s. without medical insurance. that is a lot of people, but who exactly are they? they are young, and old. the uninsured includes nearly 700,000 people who are pled care eligible, age of 65 and older but yet are listed without insurance. the s chip program covers many children but 8.1 million are without coverage according to federal figures. children lose out on coverage when their parents lose their job. that's the case in chicago's old irving park community clinic where patients include -- >> people wh

shannon bream is here with details. >> hi, bret.his was a wide ranging attack that went after top government and private industry sites across the u.s. and lasted for days. it also hit high priority websites in south core requavment it is what is known as a distributed denial of service attack. it doesn't actually hack into the contents of these websites t does direct thousands, even millions of other computers to go to these websites all at the same time. the websites can't handle the traffic so they're shut down. that means who legitimately need to access the sites cannot do so. well, today, admiral mike mullen, chairman of the joint chiefs of staff, was asked about reports that the defense department's website was attacked as well. >> we are constantly probed in the cyber world. we have been for some time. without going into any specific details of that, i'm comfortable that we are ral lert -- we are alert. we recognize the probes and we are responding. >> the department many of homeland security is reportedly heading up the prot

i'm shannon bream live in washington for the next two hours. we're keep an eye on big breaking stories today. police in south carolina are hunting for a serial killer targeting a small community. investigators say the death toll is five. the fifth victim was a teenage girl who died this morning. marianne silber is live in south carolina, but we start with kris guat gutierrez are m on steve mcnair's death. >> mcnair according to police was found 36 years old, sitting on a sofa, found in the downtown condo in a living room. he had been shot as you mentioned multiple times, including once in the head. 20-year-old se keshel was on the floor with a single gunshot wound to the head. authorities stopped short of calls at it murder-suicide, but based on the evidence, including a pistol found by the woman's body detectives say again they are not looking for any suspects. mcnair was legendary sports figure in nashville and played in the nfl for 13 seasons. three-time probowl selection and comvp in 2003. police described the woman as mcnair's friend. they
