shannon petty piece is at the white house for us, morgan chesky in atlanta. you, all eyes on the white house to see what exactly the president is going to put in motion with his new executive order. do we know more details about it? >> reporter: here is three key pieces that we have been told this executive order will include. the first, creating a database of police accused of using excessive force. if they go from one police department to another, those accusations will follow them. another is to have language that encourages social workers to work more closely with police, particularly when it comes to issues of addiction, homelessness, mental health, and the third is a way to incentivize police programs to meet certain standards on use of force by linking that to federal grants. so tieing federal grants to police departments that meet these sort of best practices at the white house has identified. those are the three key pieces that the administration is trying to highlight. one thing we know is not going to be a focus there is issues of racial profiling.
