"evictions in south carolina signal housing crisis for representers nationwide as homelessness looms." there's the headline. eviction notices in the palmetto state and other states will go out at the end of this month because the federal moratorium expired at the end of july. what options, senator, are on the table to address what appears to be a looming homelessness disaster now? >> well, it is a looming human catastrophe. the really sad part is this is man made human catastrophe by lack of action. the way to deal with it, craig, would be for the senate to immediately take up and vote and pass the heroes act which passed the house of representatives about three months ago. not only would that restore the full $600 a week unemployment, it also includes a rental assistance fund and a complete eviction moratorium, a real one. the other day in new jersey, if you actually look at what the president wrote down, he said he

joining me now is nbc news digital senior white house correspondent shannon pettypiece. shannon, the president was supposed to be taking this more seriously. he's reverted back. is anybody at the white house surprised? >> well, for weeks now, they have been imploring him, hihis advisers, not just his health advisersering bill stepien has also been imploring people to take this seriously, to get them to wear masks, to socially distance, to follow all of the behaviors the health officials have been pushing, but the president and the white house haven't been following. so they have sent out these top officials to do hundreds of interviews. dr. birx, dr. fauci, bret giroir, the testing czar, blanketing the airwaves in these hot spot states. you have the president talking to governors behind the scenes trying to encourage them to put more masks in place, to close bars and restaurants, and then jow the president to does a fox news interview over the phone undercutting all these efforts. this continues, this trend continues. when i talk to white house officials about how do you

i want to turn to shannon pet pettypiece at the white house. not the first person or the second or the third or the fourth or the fifth in the president's orbit to face legal trouble from the justice department. steve bannon, paul manafort, roger stone, general flynn, michael cohen, rick gates, just to name a few. what are we hearing from the white house, from trump world about all this so far, shannon? >> reporter: we're hearing the same response that we often hear from the white house, a number of the names, the president's former associates is indicted, the white house trying to distance themselves, saying they have nothing to do with steve bannon or his time at the white house. he left the white house a number of years ago. the president, though, last month brought this group up after there was reporting that a section of wall they built had been eroding. the president said he disagreed with their plan to build the wall and said it was only done -- and this is from a tweet that he posted -- as a way to make me look bad and perhaps it doesn'

let us bring in nbc news digital senior white house reporter shannon pettypiece. so shannon, important to point out it is not normal for an incumbent to accept the party's nomination at the white house. it's always been considered a place that should be apolitical in terms of campaigning. the president doesn't care about norms. what's the feeling about him using the people's house in order to try to convince the public to vote for him again? >> well, katy, as you mentioned, the people's house currently as we speak is being transformed into a campaign convention venue behind me. you showed some video, and there it is. you can see these stage lights sort of peeking over the west wing. i got a little sneak peek when i was back in the west wing and someone opened a door of what it looks like in the rose garden right now. there's a stage set up out there, sort of like you would see for a summer concert event, and some construction work out there, construction equipment out there, and people working around. right now at the last minute, trying to get this setup in place

. >> shannon pettypiece, first of all the claim from russia that they have a vaccine ready to go, how is the white house reacting? >> reporter: there's been a lot of skepticism and downplaying of that. obviously you played the remarks from secretary azar, raising, you know, questions about the breadth and case of the data. other officials have been questions the safety of it. we do not have publicly available large-scale trials from this. the white house is manufacturesing that our vaccine will go through the rigorous safety and efficacy standards like all other vaccines in the united states do, and the president's continuing to say that there will be millions of doses available before the end of the year. of course, whether or not those are doses of a radio exthat is safe and effective is still a big questioner mark now there are some reports that the united states might be prevent americans from coming back to the u.s. if they are in a part of the world where covid-19 is on the rise. what more do we know about that? >> reporter: what we know about that so far is this is a proposal i

nbc's shannon pettypiece joins me from the white house. what's the latest from there? what are you hearing from the hill as well? >> it's interesting. the press secretary kayleigh mcenany was just asked, why isn't the president getting more involved because there is this deadlock and there's really been no progress made at all between the democrats and republicans and the white house here. she said the president is, but only through his chief of staff. so that it's mark meadows and steve mnuchin who are the ones leading the things for the white house and, at the same time, mitch mcconnell on the senate side, has been on the sidelines. the president is not the one making phone calls. he's essentially just being briefed at this point. so you have to ask, when is the real leadership going to get involved in trying to push things forward rather than having it up to the chief of staff and the treasury secretary? but, yes, no progress. and i do know at least one white house adviser who has been telling the administration that they need to get a deal done here because, while

joining me is nbc news digital reporter shannon pettypiece. we saw a lot last night, not least of which, all of the people crowded on the white house lawn, not wearing masks. now the president is campaigning having these smaller venue hangar campaign events. and he's using, as we just said, this law and order message, trying to scare people into thinking that there are -- their suburbs are going to be in danger under a joe biden presidency. what more are you hearing from the campaign and why they think that this messaging is going to be effective? >> well, katy, you hit on it a minute ago. they feel like they have found their message. and part of that, sources tell me, is they see improvements in their internal polling, particularly in these key battleground states. and you can see that reflected a bit in some of the public polling in places like arizona and florida and north carolina. of course, a lot of polling is really even more of a guessing game before the convention, so after the convention, we should get a better look at the state of p

joining me is shannon pettypiece.dent that question and ben collins who has been following the qanon movement for years. it basically seemed like the president is willing to accept support from any group no matter how vile they are as long as they like him. >> and a lot of the language he used here talking about qanon. we've heard him use talking about white nationalist groups. i think back to this issue when it came up before and i talked to the president's business associates about it. a lot of them said this goes back to when he was a real estate developer and would sell an apartment to anybody as long as their checks cashed. an oligarch, a criminal, a dictator. he just wanted their business. and that's kind of really what it seems like here. he doesn't care who someone is. he just wants their vote. it's interesting on this qanon question. this was an interesting question. he could have said, i don't know anything about this and move on. i was sort of ready for that. but instead he clearly, as you just demonstrated

joining me now from the white house, where we await president trump, is nbc's shannon pettypiece, nbc's garrett haake is on pennsylvania avenue on capitol hill, and also with us is robert costa, national political reporter for "the washington post" and an msnbc political analyst. along with dr. william shaffner, an infectious disease specialist at vanderbilt university. shannon, i want to start with you. today, the president said he's alonging very strongly at an executive order to address some of the financial concerns that millions of americans are facing as congress is still stalled. i wonder if there's any action behind the scenes on that or if it's the same thing as him saying that he was going to have a health care plan two weeks ago in two weeks which is now and so far there is no health care plan. >> well, right. no health care plan, a number of things that were supposed to come in two weeks that we do not have. on the front of some sort of executive action when it comes to extending this unemployment insurance, you know, that's something that the white house is certainly postur

entire country, but we do want to start in washington, d.c., garrett haake on capitol hill, shannon pettypiece at the white house. let's talk about the politics for a moment of all this stalemate that is going on in washington. the implications of it for november, not lost on the members that represent congress. >> reporter: yeah, that's right. look, we're in a pretty pessimistic place now, no discussion between the democratic negotiators in the white house here, doesn't appear to be any real movement on this. the house is out, the senate is effect ovally out until september realistically. there is very few things that could shake this loose. one of the dynamics we are watching is on the senate side, all those vulnerable republican incumbents that we talk about, the susan collins, cory gardener, thom tillis of the world these are folks who need to be able to go home in november and show constituents they and to a greater extent as well the republican controlled senate can govern, can get stuff done. the house faces similar pressures too, by the way, their members passed a bill it is not moving

shannon pettypiece. >> i do know it is something they have talked about and the president traveling there exacerbate tensions, something to be aware of. the president now said he'll travel or a white house spokesperson says he's going to travel there on tuesday. the way it was described to reporters to meet with law enforcement and survey the damage. when this white house person was asked whether he'll be meeting with the blake's family, he said the schedule has not been ironed out yet. that's not the intent and soul purpose of the trip in any way. we know mark meadows had reached out to the family. he confirmed the report last week, he spoke to the family's pastor and express sympathy and support to the pastor. there has been some levels of outreach prior to the family. this is going to be a remarkable trip to see what happens here. so much of the convention were focused around the protests. they were not focused on the police shooting themselves. the president has been have r clear in his support for law enforcement and the white house has not expressed the idea that there could be some

nbc shannon pettypiece is at the white house. and garrett haake is on capitol hill. shannon, i want to start with you. there is great pressure on both sides of pennsylvania avenue to get a deal done. president trump signaling he's still open to potentially taking some type of unilateral action, but it seems like what he wants more and what the white house is pushing for is a broader legislative package. what can you tell us? >> absolutely, kristen. a push to get the deal done. that appears to be where the president is. he wants a deal done and a lot of issues on the substance that seemed to be red lines at one point, look a payroll tax cut, have been pushed to the side as mnuchin and meadows try to work out a deal with democrats. they were on the hill yesterday talking with democrats. mnuchin and meadows characterized that as a productive day of talks. they're not close to a deal or the $3.4 trillion that the democrats want. they feel they are making progress, passing some legislation possibly next week. on the front of these executive actions as you mentioned, the pr

. >>> and joining me now, nbc news digital senior white house reporter shannon pettypiece and a senior scholar at the johns hopkins center for health security. the president has been talking on the south lawn, shannon. let's talk about secretary azar's response and whether or not the president is putting the vaccine rollout in the time frame of the election. >> right, this is something new that the president reiterated at his departure from the south lawn moments ago, saying earlier and again that he thinks it's possible there could be a vaccine by november 3. now, none of his public health officials have said that. as we just heard from secretary azar, he is talking about end of the year, early next year, not november 3, which of course is less than three months from now, and we are still in the final stage clinical trials. but tens of thousands of people need to be enrolled in those clinical trials first. then they need to be followed to see if they have any sort of adverse reactions and what sort of immune response they have. so that seems like a very aggressive timeline and of cour

. >>> i want to get the white house perspective on all this and bring in shannon pettypiece. we're still 11 weeks out from election day. there's plenty of time to get this right. what is the administration actually doing about it because it's not just about the election. this is impacting everyday, every single american and that's going to impact the way we vote. >> the president just now signaled he may be open to some other ideas as an alternative to mail-in voting to make it easier for people to vote safely by being able to socially distance, sort of expanding the number of days when people could vote or opening up additional sites. but those are all things that are sort of in theory right now. the administration is not taking any action at this time to try to make voting more access nibbible in person. on the mail-in voting, the president continues to double down on this front and he's trying to make a distinction between absentee ballot voting and mail-in voting where people get a ballot in the mail without requesting it. here's what he said a few moments ago on fox. >>
