adam shapiro, as we understand it, this town hall meeting is unprecedented for a federal reserve chairman. what's bernanke working on here? >> well, he is trying to do two things. one, he has always wanted to open the up the federal reserve and make it more transparent to people like you and me. also, he is very serious about this concept of too big to fail. firms taking risky bets knowing that if they fail the government is going to bail them out with our tax dollars. he wants congress to create new regulatory reforms and put the federal reserve in charge to keep that kind of thing from happening in the future, shep. shepard: what does he say about when the economy may finally start growing again? >> that's the key. because any of this discussion is really only relevant if you answer the question when do jobs start being created and the economy turn around? and already we're seeing he is saying that we might be at the bottom of the recession. but unemployment, he says, will peak at about 10%. listen to what he had to say. >> it will peak early in 2010 and then begin gradually to come dow
