we hav have shaq brewster with . shaq, officials there in that particular school are saying they will not mandate for students to wear masks inside. >> reporter: that's right, kendis. you are learning that officials are starting to figure out how hard it is to reopen schools amid the surging pandemic here in cherokee county. there are more than 240 students and staff under quarantine after the first week of classes. 17 students or at least 17 students tested positive for the coronavirus. at this middle school on the first day of classes, a student came and found out he was positive for the coronavirus. that led to 15 quarantines. kendis, the district is not commenting to media. they are sending letters to parents saying they want focus to be on the communication with parents. when you look at schools reopening plans and you see they are going through and sanitizes and they are recommending masks. that was a source of frustration for the parents. kendis, this is occurring all over the state. parents trying to understan

let's go right to nbc's shaq brewster in kenosha. he's been on the ground for days now. what are we learning about rittenhouse and what went down in the court hearing that wasn't this morning? >> reporter: we didn't see 17-year-old kyle rittenhouse in the court hearing that was live streamed, essentially all virtual. instead what you had was his attorneys asked for essentially a postponement. they asked for this hearing to be delayed 30 days. we'll expect to have the expedition hearing we were expecting to have this morning, we'll see that happen on september 25th. rittenhouse, of course, is accused of shooting and killing two protesters after an altercation in ken noeosha tues night, his attorneys say he was acting in self-defense. prosecutors are saying he shot and killed these two protesters and injured another after an altercation and they're now charging him with six counts including intentional hom site, including reckless endangerment and including possession of a deadly weapon. we'll expect to see him in court again on september 25th. that hearing that we were ex

nbc's shaq brewster is in kenosha. shaq, what's the latest from the investigation? >> reporter: as the investigation stands now, andrea, it is in the hands of the state. but there has also been a federal civil rights investigation that's been launched. the state attorney general now announcing he's doing that as a measure of transparency, to build confidence from the community, to have two separate, parallel investigations. we learned in the press conference some of the basic details about the original shooting of mr. jacob blake. we learned it wasn't done by officer rusten sheskey. he's been on the force for seven years. they say as officers were responding to the scene, they tried to arrest mr. blake. they then fired their taser at him unsuccessfully. they say at some point in the interaction mr. blake acknowledged he had a knife in his possession but they do not say whether or not officers saw that knife. they say after the shooting, they recovered a knife from the floorboard of mr. blake's car. so they're giving us some very basic details about what they know ab

nbc's shaq brewster is in kenosha, wisconsin. shaq, what is the family saying today? >> reporter: well, we heard from the family attorney, andrea, this morning who said the family got to see mr. jacob blake in the hospital yesterday and that's where we learned from the father said that jacob is paralyzed from the waist down although we don't know whether that's a temporary or permanent situation he'll be dealing with. that's what the family is saying right now. we'll hear more from the family in a press conference later this afternoon from the family's attorney. they will give us a fuller update on the condition. right now, where the investigation stands is, it's in the hands of the state. we still don't have from any official police source any new information about the circumstances surrounding this shooting. that is being investigated by the state. we know that within 30 days they will send recommendations to the prosecutors and the prosecutor will be able to make a determination. but around the situation, the original shooting, we still don't know. what we do know

. >> gabe gutierrez there in kenosha, so is shaq brewster. can you tell us more about blake's condition, what we're hearing from his family and what we're learning today? >> reporter: this morning his family is saying that he's in a lot of pain, he's doing better, but is not out of the woods yet. we know he went through a spinal procedure yesterday, during that press conference with his family and his family attorneys where they gave a full account of his condition. they say he was shot at least seven times, you heard it from his dad there, most of the wounds in his back, but they say there was a bullet in his vertebrae that was still in his vertebrae. they say he had kidney and liver damage, they said it will be a miracle if he ever walks again. they're still asking for prayers, they're asking for member of the community, for people all across the country to pray for mr. blake as he recovers. you know, the family yesterday in that press conference also announced a civil lawsuit against the kenosha police department. prior to the explanation

joining me from kenosha is nbc news reporter shaquille brewster. so shaqare we today, both in mr. blake's health and in the investigation? >> let's start with his health. we learned from the family attorney this morning that his family got to see mr. blake in the hospital yesterday. and his father confirmed to nbc news this morning that he is paralyzed from the waist down, although it's important to note his father doesn't know if that's a temporary condition or permanent situation. in terms of the investigation, it is in the hands of the division of criminal investigation. it's a state agency, part of the state's department of justice. they are going through and we know within 30 days they need to turn over that investigation, a report of that investigation to the district attorney and the prosecutors. the prosecutors would make any determination on charges, if they are -- if the prosecutor determines there are to be charges. we won't know a lot until that report comes out. if there are no charges, that report then becomes public. meanwhile, protests here

shaquille brewster joins us. shaq, good morning to you. how are people reacting to schools reopening? >> alex, you know, school officials are learning how best to reopen schools in real time amid this pandemic. here in cherokee county, over 260 students and teachers are under quarantine orders as there have been -- i'll let that pass. as there have been 21 students and staff who have tested positive for this virus. when you talk to parents and students, you hear a mixed message. on one end you hear parents who say, hey, the quarantine showed that the system is working. they're making sure they're keeping our students safe. on the other hand you hear parents who are more concerned. you see those letters going out from the principal to families each and every day since school opened this first week and they're growing more concerned. listen to the sample of my conversations. >> i think it screams out kind of a warning red flag, because, yes, these kids probably weren't exposed to it at school yet, but now those kids at school have been expos

nbc's shaquille brewster joins me from kenosha, wisconsin. shaq, the last time i saw you in person was in minneapolis where we were covering something similar. we know that according to his lawyer, jacob blake has been uncuffed from his hospital bed. there is now this discussion about what role, if any, the knife that he is said to have told police that he had played in this. what do you know? what's the latest? >> reporter: well, let's start with the shackles that we talked about because that's something that has caused a lot of outrage over the past two days. you heard that sound from jacob blake sr. who said one of the more distressing things that he found was when he went to visit his son in the hospital, he saw the handcuffs and the shackles around his ankles and that was something that was confirmed by the kenosha police chief here, and that is something that is now being called inappropriate by the attorney general. as we have, and as we understand it, there were warrant -- there was a warrant out for mr. blake's arrest that went out back i

[ gunshots ] >> nbc's shaquille brewster is in kenosha. shaq, what in the world do we know about what happened? what's going on this morning? >> well, steph, this morning the outrage continues but so does the cleanup. this is a car dealership. the cars were on fire last night. this is damage that extends block by block. this -- this dealership alone i'm told there are more than 100 cars damaged. but what sparked all of this was that police shooting that you describe last night. it was the 29th -- the shooting of a 29-year-old man, jacob blake. they arrived and were responding to a domestic incident. that's when they say you see from that video, you see mr. blake walk around the car and the officer fire at him, toward his back more than seven times. at least seven times that you hear in that video. steph, the outrage after that video came out, it went viral on social media. and the outrage after that video was nearly instants. you saw people responding to it, people marching immediately. clashes with police. as they marched down to the courthous

shaquille brewster joins me once again on this sunday. shaq, i know you've been talking to people there. you did some great interviews earlier. give me a sense of the tensions and the sense of political temperature there in kenosha? >> reporter: well, you know, alex, the tensions have been really low. especially for the last few days as we've seen largely peaceful protests occur day after day. we're in the seventh consecutive days of protests and they've largely been peaceful including a massive rally yesterday with the family of mr. blake with some political leaders an all of the people again, well over a thousand people who marched peacefully through the streets. now that we have the news that vice president biden, according to "new york times," will be visiting kenosha on monday and then hear from president trump who the white house said is coming on tuesday. now there is concern about what the impact of those trips could be. listen to a little bit of my conversations earlier. >> i understand why he's doing it. because i think it's more of

. >> let's go to shaquille brewster in kenosha where the president will be tomorrow. shaqscene for us as to what the president will be walking into. we saw businesses burn, the national guard called in. now a week later, what will he be walking into tomorrow? >> reporter: steve, right now there is a big divide over president trump's planned visit to kenosha on tuesday. when the white house announced this visit on saturday night, by sunday you had opposition to this trip from kenosha's mayor. you had opposition from the attorney general of wisconsin, who is currently leading the investigation into the shooting of jacob blake. and you had a letter from wisconsin governor tony evers expressing -- or asking the president to delay and postpone this trip. part of that letter says i, along with other community leaders who have reached out, are concerned about what your presence will mean for kenosha and our state. i am concerned your presence will only hinder our healing. on the other hand you have many republican leaders in this state still inviting the president, saying that it
