trade representative who will -- who has had already productive talks with anand sharma. we have already seen a greater willingness not to engage on the part of the minister and we encourage that and look forward to working with him and his new colleagues. on the question of climate change as i said we have already been engaged with the indians for many years on developing nuclear energy technologies of various kinds and we think that there is a great opportunity now to expand that cooperation between our two countries and the energy dialogue has been an important part of our relationship and i want to not only continue that but expanded into this new area to put an even greater focus on clean energy. >> you said that india was the third state to completely destroy its chemical stockpile, what were the other two countries that have done so? and here are the big question is, sonja gandhi and anand sharma, a developer around be reconciled with what the obama administration says it needs. as they have said, it is an ambassador kirks word that it will be necessary to correct the imbalance in the current negotiations in which the value of what the united states would be expected to give is well-known, and easily calculable, whereas the broad flexibility is available to others leave unclear the value of new opportunities for workers, farmers, ranchers and business. so the real question is how do we reconcile those different positions. i think we shouldn't kid ourselves. this is not going to be easy. but the old bomb unde obama adm, will not gain the support of congress or the business community if it were to go for a vote. obviously a deal between the u.s. and india was really only between two parties and to be successful in the round of unique instances of all 160 or so wto countries. but given the contentious history between the u.s. and india, a breakthrough or meaningful progress could have the effect of really galvanizing

encouraged by the early visit to washington of india's new minister of commerce and industry anand sharmae and commerce secretary gary lauck affirmed their attention to form strong bilateral ties. one early sign of that is our intention to begin negotiations on a bilateral investment treaty per gal and of the revenue picture. another is our plan to reinvigorate the ceo forum and hold our first meeting on the margins of the u.n. general assembly this year in september. secretary

particularly again, you know, sharma are new preminger, it really seems if you wanted a change, becauseprevious minister, was interested, and it seems that there is an interest on the inside to carry this through. u.s. will need to move on this position if the deal is to be struck. it seems to me that it can be done. very briefly, david has spoken on it, but i just want to mention he did not mention the bill which has just been put out in the senate and it really tries to tighten in a big way that jesus in a way that's not really desirable and also the industry -- spoken and he said, very important provisions. again, it seems to me that once you have a cap on these pieces, but once you have capped those, too then further tightened up the road, micromanage, put in rules, sort of micromanage how these pieces are used and so forth is a bit of an overkill of regulation and seems that it has served its purpose, it certainly is not in the indian upper. finally i want to say something about climate change and the issues that it opens up, there is already the waxman-markey bill which has been p
