i spoke with shaun donovan director of the office of management and budget, a short time ago.tor donovan, welcome. much of the advance, discussion about the president's budget including what we see in the actual document focuses on the plight or kerns of the middle class. why is your approach better than any other on that? >> because i think what we've really done is look at what are the core things that are eating away at the fortunes of the middle class in this country and first of all we have to make sure that paychecks go farther. we know that familiar his are struggling to afford childcare, struggling to afford to send their kids to college. so what we have is a comprehensive proposal to make paychecks go farther today. at the same time, we've got to look to the future and say, what are the ways we're going to grow the good middle class jobs of the future? that means we've got to invest in manufacturing our infrastructure. we've got to make sure we remain the best in the world at new things, that means research and development. we have to make sure that as we create the j

with shaun donovan and other senior administration officials as they discuss the president budget requestiscussion on another republican effort to repeal the nation's health care law from "washington journal." >> host: on tuesday the house again voting on repealing the affordable care act, the first vote in this congress but the 60th vote since 2011. what can we expect? >> guest: i think we can expect it to pass. i think some of them when they say 60 votes on repeal, that somewhat misleading in the sense that the number of the repeal those have been to undo certain aspects of a law. there have been as many that are full repeal but either way obviously this is going to be vetoed by president obama if it passes the senate and gets to his desk. but you have a lot of new members coming in who haven't had a chance to vote against repair the obamacare, but who nonetheless ran a campaign on repealing obamacare. this is a chance to get them the ability to vote against it and then they will probably move on to more targeted type of legislation. >> host: and the way it's been written out on repeali

director shaun donovan. already the annual number of costly weather-related disasters is going up. according to noaa, in the 1980's in that decade, if you look at the number of natural disasters costing $ed 1 billion or more, in each year of the 1980's there were between zero and five. that was the range for the 1980's between zero and five billion-dollar weather events. in the 1990's that rate rose to between $3 three and nine events each year in the 190's. in 2000 it went up to 11 events per year. and since 2010, in the category of billion-dollar disasters each year the range has been between six and 16. so from the 1980's diseer trough five until this decade 6 to 16. if people can't take that sear seriously, they are simply not meeting that are responsibilities. super-storm sandy caused tens of billions of dollars in damage including terrible losses in my home state of rhode island. sandy across new england destroyed thousands of homes left millions without electric service and caused more than 100 deaths across nine states. of course, we cannot say that this one devastating sto

today we have the testimony from omb director shaun donovan of the president's budget plan for the upcoming 2016 fiscal year. when it comes to the budget, we all know that we've lived for too many years with too many blown deadlines, failed missions, heightened crisis and last-second deals. together, both parties, both chambers, and both ends of pennsylvania avenue have allowed this way of doing business to become the new normal for how we operate. it's long past time to restore regular order to our budget process, and that begins with following the budget time line laid out in the law. yesterday after six years the president's budget was released on time. my congratulations to mr. donovan, who headed up that effort. i appreciate the work you and your team did to make that happen. being on time is a first small step toward restoring regular order on the budget and it can help our constituents understand a little better what's happening in washington. however, our constituents also understand these truths. i know it from traveling to wyoming and visiting with people and visiting with people
