let's get to meteorologist shayla gerardin with more on this. >> shayla, we've got some mild conditions out there to start your workweek, but we are still going to see this. spare the air alert in effect through tomorrow. so the north bay along the coast into the central bay and even the santa clara valley all going to see poor air quality conditions tomorrow. so if you can minimize that time outdoors until this expires and that air quality improves as we head into about midweek. otherwise, though, heading into tomorrow, overall conditions are going to be nice. we just have some very chilly mornings ahead the coast. you'll see your morning start off in the 40s with some of that fog developing once again by 9 a.m. back in the 50s though, and tomorrow you'll see highs making it to the 60s with a mix of sun and cloud along the bay. not going to be quite as chilly. you will dip into the 50s though, this tonight and then tomorrow, starting off your morning in the 50s as well, with temps only warm into the 60s tomorrow, and then finally inland spots. you've got a cool start as well. tomorrow

shayla. thanks. now, with many bay area cities struggling to pay the bills, there's a bright spot in the north bay. the city of napa says it expects to have a $4.6 million surplus going into next year. that's according to the press democrat. that's after the city brought in more revenue than expected, and the city spent less than projected. those numbers need to be audited before the city can decide how to spend those extra funds. well, people gathered in san francisco to honor world aids day at the national aids memorial grove. unsung hero awards were given to two people who did important community work. one of them was vince chrysostomos, who has dedicated his adult life to giving voices to the disadvantaged. >> you know, hiv covid those things can be treated, but it's the things like it doesn't bring back the trans person. it doesn't guarantee that people aren't going to go to bed at hungry at nigh. it doesn't guarantee our human rights. and so i think, well, i, i'm all for ending the epidemics. i

[applause] i want to welcome our fellow commissioners, the distinguished witnesses and our public audience, which is joining us both in person and online. i'm deeply grateful to our hosts today, the veterans of foreign who are graciously hosting us in this very historic building in there washington, d.c., offices. it's such a fitting venue for our discussions on the u.s. war in afghanistan. the veterans community was at the forefront of encouraging the u.s. government to have a commission exactly of this nature. so we owe them a great debt of gratitude. congress established the afghanistan war commission to assess the entire 20 year war to identify lessons and to make recommendations to ensure informed national security decisions in the future. we are charged to work independently, objectively, and in a nonpartisan manner. we have 16 bipartisan appointed commissione
