this resolution, which was co-sponsored by supervisors ronen, fewer, sheehy, kim, safai and supervisor cohen, we worked closely with the chief to draft this legislation that we passed. many members of the public, know people that are victims of property crimes. my car has been broken into several times. tourists have been victimized. it should not be the reality that our residents or visitors face when they visit our world-class city in san francisco. this is why i reached out to work with my colleagues and the police chiefs, in the recent years to find collaborative, proactive ways to prevent these crimes, so everyone can be safe to live, work and play in san francisco. the -- last november, supervisor ronen and i worked closely with chief scott to craft this resolution 1700095. in january, chief scott, supervisor ronen and i piloted the program in the mission. in this resolution, we request that the chief -- at the time, we asked the chief to submit a six-month report and 12-month report, and annual report thereafter of the plan's execution. since january, i've met with the three cap

i also want to recognize supervisor sheehy because he had a significant role in shaping this as well. jon givner, our deputy city attorney giving fantastic advice. i say a fantastic sparring partner when you spar with him, and ben rosenfeld, who has been our rock. he gives solid and sound advice. and kelly kirkpatrick, a wonderful woman who stepped up in the absence of melissa whitehouse and has now been donned the queen of the budget -- budget team. i also want to recognize harvey rose because harvey rose is a critical entity in the process of the budget because he takes out the politics, and he just goes straight to the numbers and goes straight to the crux of the issue, and he squeezes, sometimes bloods comes out of this process, but he squeezes dollars and cents that allows us to begin the discussion on how we can add to the budget priorities laid out by the mayor's office. so harvey rose, thank you, you have been fantastic, the consummate professional, and i want to thank your entire team. and of course the clerk of the board, linda wong. as you know, the clerks run the machine.

and the budget office, and the senior health advisor, my office, and the office of supervisor jeff sheehy and the office of the controller. we examined the rates and structures of our neighbors, neighboring counties, cities and counties, and we determined a few things. first, that we an adjustable rate are -- that adjust annualae rates are essential to have the data-driven approach given to have a data driven approach, give how little reliable information there is out there at this time. and, second, that a dedicated tax would be premature. given the ambiguity around revenues, around the number of businesses and around prices and around the spending needs of the industry. it's just not enough solid information. we've decided that medicine should not be taxed and that we would go to the extent of our legal ability to keep medical cannibas taxes at a zero percent level. finally, based on the advice of our city attorney and in keeping with most of other jurisdictions in or around the city, we would move forward with a gross receipts tax. now in may my office presented a group -- my office pr

cannabis activists working together to rationallize the drug laws and hiv positive supervisor jeff sheehydical cannabis saving his life and the lives of countless others and though his body may have died earlier this year, dennis paron's spirit is strong in my district and must remain true to that legacy. given that, and given my strong belief it is long pastime to bring cannabis out of the shadows and eliminate the stigma attached to its use, and notwithstanding my great respent for chinatown and personal affection for the author of this legislation i cannot support it. with or without this legislation, neighbors will still have the opportunity to oppose proposals for particular cannabis businesses, and that is as it should be. but i simply cannot vote for a blanket ban on such businesses in any portion of this city even very, very special portion of the city like chinatown. >> president cohen: thank you, supervisor mandelman. supervisor yee. >> supervisor yee: thank you, president breed. >> president cohen: cohen. ok, old habits die hard, it's ok. >> supervisor yee: i deeply apologize,
