today the attention is back on baltimore city mayor sheila dixon. all along the state prosecutor said the mayor failed to disclose gifts that she received from ronald lipscomb. elected officials have to file disclosure forms. and the prosecutors say the forms dixon filled out in 2004 did not include several expensive gifts from lipscomb who she was dating at the time that led to a charge that is called perjury by affidavit. earlier this summer a judge dropped the charges against the mayor, but she was also charged with stealing gift cards that were donated by lipscomb and another developer intended for needy families. the charges were never dropped, but now the prosecutor has refiled them as well. in essence, the mayor has been recharged with everything. she is basically back to where she was in january. ronald lipscomb has already agreed to a plea deal. he has to cooperate with prosecutors, even if that means testifying against the mayor. the professor at the baltimore school of law says the new indictments, the pace of state prosecutor's investiga
