i have been cosponsoring that ill ever since former member proposed it even before sheila jackson lee opposed the legislation. i have had long discussions with her about hr 40. i have given my suggestions as to what she could do with hr 40 in order to get it to be more palatable to the 208 -- to get the 218 votes they would need to pass it. so i'm not opposed to hr 40. i asked people, though, to remember that the root word for reparations is repair. repair. we are trying to repair some things. the federalist papers, back in the 1830's, americans -- america's rightness is not that we are more enlightened, rather because we have always been able to repair our faults. so i'm all for doing this study and finding out what we can do to repair our faults. i support that. now, on the internet you see other kinds of foolishness, that people are saying i don't support this and don't support that. i wish they would take a look at what the legislation is and really talk to sheila jackson lee and ask about the conversations i have had with her. my job as the vote-counter is to understand what we n
