and shelby campbell, who just joined us, but shelby is our new key person who is our project director. we keep talking about this thing over here, and i should mention that this is from blue-green pacific wind turbine manufacturers, and they are in the bayview district of san francisco, and we hope to be using their wind turbines on this project, so we wanted them to be here today and there went turbines, so you could look and talk to them if you want to during the last speaker today as our other partners in this city from the department of public works, and he is also joined by edgar lopez. richard shelby's aide savaged him every chance they got. i don't think bob corker knew what hit him. and i think that... i think there's always been pressure in caucuses but this was the type that if you go this way on this, give up, you're dead. and i think he got rolled by his own people and let me give you the contrast. another great tennessee republican, howard baker, one of the greatest legislators i've ever known, 1978, an unpopular president, jimmy carter, proposed the panama canal treaty and howard baker who was eying the presidency and was going to run in a year or so later got it through the senate. without his support it never would have gotten through. i don't think that would happen today. >> rose: so how do you fix this? and how much of this is the way the framers wanted the senate to be, somehow to be a restraining influence against the populism of the house. >> the senate has always been designed to be a restraining influence. the problem now, there is... as i've said? the past it's checks and balances. everyone is in check

host: you may remember senators dodd and shelby, we heard quite a bit of them. here is senator chris dodd from this bill. >> also, we provided can consumer protection bureau, what a radical idea. people that buy mortgages, have a student loan, a credit card, a car loan, they might have some place in this city that watches out for them with their jobs, their homes, their retirement accounts. and so while this bureau is in place in this bill, the idea was that people when they have the problems they've been through or going through someone is watching out for them. we have a consoumer product safety commission. when you buy a faulty product, what happens when someone abuses or takes advantage, that's happened in so many cases in financial areas that people have a chance to have a redress of their grievance or at least in the outset have an opportunity to address that before it becomes a broader problem? host: it's a good idea, phil mattingly, that senator dodd said this agency but he's come out against elizabeth warren, who has been said by the democratic folks as
