as you said a month ago in this case involving shelby county, alabama, the heart of the law was gutted, the formula for covering states and requiring them to get federal permission before making election changes is now essentially null and void. but two important sections of the law remain. attorney general eric holder this week signaled he's going to take full advantage of both of those. what's going on here is that plaintiffs in the state of texas, latin american groups, african-american groups and other lawmakers in the state who want to protect minority voting rights, have sued the governor over there redistricting plan. the justice department says it's going to intervene in that case. and if there is a finding of intentional discrimination under section three of the voting rights act, a part that's still intact, the justice department wants texas to have to serve 10 years in the federal penalty box before it makes any kind of election changes whatsoever. it's got to get eric holder's blessing and whoever takes that office afterwards pete: so they would get the same kind of pre-cle

color are not made more vulnerable by the supreme court's debilitating decision last month in the shelbyounty voting rights act case. this really is a moment where i think congress can take its cues from the attorney general. the attorney general here having used its tools to ensure that voters of color are not made more vulnerable in this moment, can receive a message of challenge to it. congress, as your viewers know, in 2006, sought to reauthorize the voting rights act in an overwhelmingly bipartisan way, 98-0 in the senate. and overwhelmingly found that the voting rights act was needed for an additional period of time. congress last week held two hearings both in the house and the senate to revisit the places where the voting rights acts protection are needed and it needs to continue to stay that course in this moment. >> when, inside the voting rights act, itself, the part the supreme court invalidated was a part that gave the department of justice or the federal government, rather, a kind of authority over states with a deep history of racial discrimination. so what is the part tha

it is a much heavier lift than under what the supreme court struck down in the shelby case. but it's a very vital tool and a very valid tool to protect voting rights today. and i think that, you know, the department of justice has a very good shot at winning this one especially with texas as the first case. texas, again has, you know, repeated history of intentional discrimination, that courts have found over and over again in recent years. and states like north carolina, that have, you know, one of the strictest voter i.d. laws to be considered right now and states like florida which have cut back early voting and done things that caused voters of color to wait 10, 12, 14, 19 hours in line. states like arizona which are always finding different ways to restrict the vote of rights of latino voters are all prime candidates. it is a heavy lift. it is much harder than what we lost in the shelby case but it is something that is -- it is an important tool that you know, states should take up -- take notice of and make sure that they're in compliance with the law. >> john: you kno
