i'm shelby kauffe, the vice president of the museum. we'd like to welcome you to this that will fulfill the wish on the night before the 40th anniversary of the president's resignation. first, we will have the tireless dr. luke nichter from texas a&m. he has spent over a decade digitizing the 3700 hours of white house tapes. he is teamed with douglas brinkley, our second panelists, to produce the new book, "nixon tachs." it's from 1971-'73 in the critical vietnam war years and also aufrs astonishing glimpses of the man in the oval office, often at war with himself. douglas, now a professor at rice university, is well-known here at the museum for miz many books including the recent big ra fill of walter cronkite. our third panel is the world famous bernstein. as you saw in the video, they worked on the water gate stories from the first days and helped win the pulitzer prize for the paper. i got to know carl when we were young reporters. his hair was dark as night, so was mine. it was an interesting picture to watch him go from a bright,

last year, the united states supreme court in shelby vs. holder declared section 4 unconstitutional, meaning that section 5, which requires preclearance of any change in election practices by nine states in a number of counties that that formula for determining who was subject to preclearance was unconstitutional. so as the result of the shelby decision, texas, alabama and mississippi have imposed voter i.d. laws that in our view and in view of the evidence have a discriminatory impact on latinos, african-americans and others. and arizona and kansas are two of the states that are trying to strengthen the ability to impose proof of citizenship requirements in voter registration. so the environment itself is becoming more challenging to ensure that latinos are able to vote, motivated to vote and vote free of discrimination. now, a little bit about what is happening in terms of candidates in 2014. we expect that two of the latino governors who were elected in 2010 have excellent opportunities to be re-elected in 2014. both governor martinez an

in the shelby case. it could be as simple as this is a very complicated formula which is a predicate for the department of justice being able to impose a preclearance requirement. maybe the republicans are simply unhappy with that formula. i don't know. they don't consult with me anymore. i don't know the reason for that, but that's what we're talking about here is the supreme court struck down a formula based on racial demographics and 1965. the court said you can't do that. you've got to update. this is an attempt by congress to update section four which would allow them, the department of justice, to impose preclearance requirements. >> ms. huerta, when you things like limit the number of days that people can vote, limit the hours that precincts are open, does it strike you as punitive or do you think, well, no, if it's for everybody, that's fair, what do you think? >> i think it is there and it is voter suppression, and we need to change that. we have the same laws for the whole country instead of ev
