shelby: both. reporter: senator durbin said his impression was the message from officials was the thing we need the most, not to dismiss the barrier discussion, but most a technology approach. sen. shelby: yes, but also, they said barriers and people. all three. you have to have it all. it's a three-legged stool. >> a priority? >> not to the exclusion of other priorities. reporter: can any of you point to specific thing you heard one today that you didn't know before that moves you toward a deal, either politically or substantially? >> i can say for me, we have heard that 90% of the drugs come through the ports of entry. the point was made today that because of the better detection of the points of entry for illegal drugs, they are picking up more and more drugs, more and more drugs coming in, not at the ports of entry, but on the uncontrolled areas of the border. to me, that is very troubling. they said the amounts that they picked up in the latest drug bust was a larger amount of of, which indica

chairman shelby is correct.and we need to move forward and keep our eyes on this. but i'm very hopeful. not positive, but hopeful that we can come to an agreement. >>chris: why would you want to limit the number of detention beds if the idea you want to detain rather than release and then they merge into the country? >> until we get a final number, i'm not sure were doing any of that. we've got to come to a final number and its a negotiated process. i think what people want is they want to make sure the southern border is secure. there's many ways to do that, whether it's detention, technology or a barrier. we can't do everything all at once. we have to prioritize and move forward. i think this committee is fully capable of prioritizing expenditures and hopefully we get something the house and senate can pass and the president will sign. >>chris: senator shelby, obviously, time is of the essence. the government runs out of money, at least some agencies do at midnight friday night. because of a variety of rules.

shelby, on the facts of where this case is headed, what did you see as significant? >> i was readsing some of roger stone's previous instagram posts and a few things stuck out to me. five or six days ago he posted a thank you note to judge amy berman jackson saying appreciate you allowing me to keep my first amendment right and i will be judicious about what i say. today the judge came back and said if this weekend's conduct was judicious it would be foolhardy of the court to find out what injudicious is. and she talked about inciting violence even if roger stone isn't violent. he also told the judge he didn't recognize the symbol as cross hairs. if you scroll back through roger stone's instagram feith feed he's used cross hairs in images and comments to talk about how he himself is in the cross hairs. he knows what cross hairs is. he has one on his forehead in some of his pictures. it's hard to wiggle your way out of a comment like that so some of the things he has said in the past and the judge has been paying attention. she asked well if you immediate immediately

and the challenge that happened for us was that the shelby decision in 2013. because yes, people of good conscience voted for the voting rights act but so did people that want to get reelected, and didn't want to be called racist. what happened in 2013 is the guard rail that created -- that kept de facto voter suppression in check the guardrails were removed. georgia again is one of the states that post-shelby implemented most of the rules that are considered to be the most insidious when it comes to voter suppression. and i think the inflection point has been the demographic change in america. it's fine for everyone to vote as long as they vote the way you want them to. what happened is you have a new american majority that is largely comprised of people of color, millennials and gen-z, unmarried white women and progressives across the country of good conscience regardless of race who all align themselves on the side of certain issues, and the only way to stop those issues from graining privacy and voice is their suppression. and that inflection point has acc

you know richard shelby. you know the house players in the conference. what do you see happening on this deal? >> well, i think the first thing that everybody needs to realize is the single most important asset the president had in this negotiation was mitch mcconnell saying i'm not going to bring anything to the floor, in the past saying i'm not bringing anything to the floor the president won't sign. now he's saying, i'm bringing this to the floor and i sure hope the president signs it. and so when -- you know, what this is, is kind of a shift, honestly, that's going on unrecognized, in the past, in the midterms, mitch mcconnell needed the president. the president delivered a couple of key senate races, went out there and campaigned. i think that table has switched. i think the president needs mitch mcconnell much more than mitch mcconnell needs the president, to maintain their power base. and so i think that's kind of one of those back stories that's not getting talked about. but the honest truth is that there is a border strategy. there is a border s
