abc2 news' sherrie johnson is downtown live with more on this story. this is a big day. >> reporter: yes, it certainly is. we are here live in front of courthouse east where many same sex couples are expected to line up today for their marriage licenses. the place will be a pretty busy place today. even though they will have the license, they won't actually be able to tie the knot until january 1st when that new law goes into effect. the governor is expected to formally ratify the election results allowing clerks to hand out marriage certificates today. now the clerk of courts can choose not to issue licenses until january 2nd when the law officially goes into effect. one of the compromises proponents of same sex marriage struck to get enough votes in the house of delegates was a provision that prevented the new law from taking effect before midnight, december 31st. now attorney general doug gansler says that clerks may issue licenses as soon as the governor declares same sex marriage approved by voters which he's going to do today. the only restrictio

sherrie johnson is here with the latest on the case. what do we know so far. >> reporter: well, the baltimore county police officer was treated and released from shock trauma. he was not on duty when he was hurt. the shooting happened near the intersection of dale and kenwood avenues in overlea. police say he was driving after 3 sunday morning when he came across a big group blocking the road. now he stopped and asked some of the people to move out of the way so he could get through. then a man came out of the group and fired several shots into the officer's car. that officer was shot twice and officers say the shooting was random and the officer was not targeted. minutes before that shooting happened, there was a call to police from the same address about a fight in that area. county police are investigating this case and they have not released the name of the officer just yet or information about the suspect. but if you have any information about this shooting, call county police at 410-307-2020. sherrie johnson abc2 news. >>> a child

and sherrie johnson is live. what is happening today? >> reporter: the interesting thing that beating happened right here in front of mitchell courthouse on st. patrick's day and where shanti baldwin will be in court. baldwin and three others took part in a beating and robbery in march. it was videotaped and went viral. police say that baldwin and several others beat up a tourist and left him unconscious. one woman is beating the victim with a shoe. they caught up with baldwin after tips from people who saw the video. and it shows the man being beaten, robbed and stripped. police say people were so enraged that the officers received enough tips to identify the suspect and bring them into custody. now three other people were arrested. and baldwin will be in court at 9:30 this morning. she faces about three years in prison. >> there is more trouble for baltimore's former mayor. and she ya dixon is accused of violating probation. according to the department of corrections, she is more than $13,000 behind on her payments that she is required
