ohio went to sherrod brown but yet 12 of the 16 districts drawn up by the ohio legislature were republican right. it does not reflect the will of the people. it reflects the lines they've drawn. it makes it that those the republicans don't have to work with the center or with president obama at all. the agenda he set out which is an encouraging agenda concerning climate change and women having fair bay and gays having civil rights and other issues that he brought up the other day are not issues that have any home in the republican party. so people in those districts don't even have to think about it. california has a law drawn on independent commission. over all the districts are more independent, and california will get better representation. i put the bill forward thinking there is gridlock in washington, one of the reasons is because of the redistricting and how it's so tilted. and the other is lack of public financing and too many concerned with pac contributions or independent expenditures by the wealthy. that's another issue we need to deal with. >> michael: they seeming to hand in h

and believe me, i love sherrod brown because he's a real baseball guy.o we get to -- >> indians fan. >> huge indians fan. how do we get to the point where we survive without addressing entitlements? >> well, you have to do something -- you have to address entitlements. we either have to up the ante and pay more for them, or they have to deliver less. there is, i think, a legitimate question as to whether raising the eligibility age for medicare, for example, is that a good or a bad idea? as a measure that you can take. i don't think it's legitimate to argue that you can do nothing. but it is legitimate to argue if that specific idea is right or whether you have to, on the front end, figure a way to put more money into the system. so you're not creating some sort of gap so you're not leaving people out of the system who we'd all be better off if they were in it. remember part of what we've been trying to do or the affordable care act tried to do is bring more people into a lower-cost health insurance sort of program. are you going to kick some people out
