you're on, shireen. >> okay. good afternoon, commissioners.ing to start my report talking a little bit about the federal -- the president -- the president's budget -- proposed budget. just to -- i know that it's basically intent in policy, but i want to talk through some of the detail about what the administration is suggesting just to give you an idea of where they're going. so eddyesterday, the president sent his vision of the 2019 budget. it does layout priorities for discretionary programs and the trajectory of mandatory programs over ten years. much like last year, the budget request includes steep increases for defense discretionary programs and deep cuts to nondefense discretionary programs. it funds those programs at $60 billion below what congress intends to spend. also, the president would cut discretionary spending by 2% over the next decade, which would slash current domestic spending to 42% below current spending levels by 2028. he also proposed deep cuts to medicaid, medicare, snap and food stamps programs. it includes a $6 milli

as shireen mentioned -- [ inaudible ] >> -- we are still in the revenue situation within the city is relatively strong -- there we go. and we are a little bit out of balance in total, so agencies have been asked to make very small reductions in general funds. and we have, on the state level, a revenue picture, which is also fairly stable, and so it -- it's a kind of -- kind of a stable environment i guess is what i would say. so there's really several major items in here, and we'll talk about them in a little bit. one is the ism moe, and we'll talk about that, and because of that, the city's ihss maintenance of effort payment goes up substantially in the budget year. there is scheduled growth in the dignity fund, and as shireen mentioned, there's a whole process of allocating the dignity fund money, so we've only reflected that in this budget proposal, not tied it to particular uses. and then, there is a proposal for a -- residential care for the elderly pilot program which is sort of an early foray in that area. i had mentioned earlier to the commissioners separately that there is a

and we haven't come to terms with that as a society. >> question for shireen. since you opened the golf street veterans hub, or whatever it is called, do you see increase of clients going there? >> i think it's about the same as it was. i mean, what i think we're doing better is linking them to other services and we continue to work on making that even better. so before hand, our office was really stuck out there by itself and one of the issue we had was that the staff didn't feel like they were part of the organization. we made a lot of improvement just by moving them in with other programs that are part of daas. so i mean, i think that's where we've seen the biggest improvement. we have about, i guess, under 30,000 veterans in the city, not all of them qualify for the services. it's pretty specific. and so the numbers even when they shift may not shift a huge amount. one of of the other things that happened, though, is that we used to do quite a bit of outreach in that program and we had outstations at fort miley, the v.a. hospital, and we had outstations la

i want to turn this over to shireen to talk about program changes and program accomplishments. and then we can take questions and talk a little bit about schedule going forward. ok, that's better, thanks. good morning chair loo and members of the finance committee. so one of the things that we don't have usually in the first hearing is all of the level of detail in the budget that is going to go to the mayor. so it's a good opportunity to hear about some of the things that dan and his team are working on and get the level of detail they have so far, but it's also a good opportunity to talk about what we're doing with the dollars in the daas budget. so i wanted to take a little bit of time to talk through a few things, just to give you an overview of what we're doing in the various programs, what the case loads look like and other initiatives we're working on. the first slide is daas case loads. so, i just want to start and go through the programs here. but i want to start by saying that daas serves close to 60,000 clients annually. which is about a quarter of the city's older a
