david shulkin. dr. shulkin, you know this president, you've served in his administration.prise you to hear that the administration failed to promote mask use early on when frankly it would have been a complete and utter game changer because it, quote, wasn't a good look? >> erin, first of all, thank you for having me on. it's not a good look when you're lying in a hospital bed or worse yet when you're in a funeral home either. so, unfortunately i think what we're seeing here is a flaw in decision making. and when you go with a initial impulse or you have one person making decisions, you don't get the ability to consider the other points of view and understand the consequences of those decisions. and when you run a big organization like i have or particularly when you're running government, you need people who you invite to push back and to say, do you know what? maybe that's not a good idea. let's think about what the implications would be. and unfortunately, we're now seeing those maybe unintended consequences of that decision making in february. and it has cost us lives.

secretary shulkin, good to see you tonight. welcome. >> glad to see you. >> what did you make of the video that the president posted this evening? >> well, it was certainly good to see the president speaking comfortably, generally looking well, but i sure would have like to have seen some empathy in the way that he spoke. 205,000 people who have had his same illness aren't with us today, and certainly a lot of families and a lot of people suffered. and we didn't see any real empathy coming from the president about this. you know, when people who are famous get an illness, particularly the president of the united states, this is a teaching moment, joshua. this is an ability to explain to others something about this illness. here's what we know, this is an illness that is spread through the air. this is an illness that despite the testing that goes on in the white house like nowhere else in the country, even with all those negative tests, we still saw a spreading event last saturday. this is a virus that clearly can still spread

let's bring in david shulkin. he served as president for beth israel medical center. he also wrote the book "it shouldn't be this hard to serve your country." and michael steele is here, former chairman of the rnc and a senior adviser to the lincoln project. doctor, to you first, do you believe that the president can safely go from being hospitalized to holding a gigantic rally in the course of one week? >> the problem is, we really don't know. there hasn't been enough information out there. the recommendations are that it should be ten days since the onset of the infection, but you have to know whether someone is on symptom-relieving medications and whether they have symptoms when they're off those medications. we do know that there are many cases, actually, that go beyond ten days where they're infectious. we're going to need to have that testing. i'm more worried not about the president, but i'm worried about him putting people at risk in these rallies. we know that his rallies consist of people who don't social dance, who don't wear masks and you would think after

david shulkin, former secretary of affairs under president trump, says we don't have enough information about the president's condition. >> we still should know when the president tested negative. was there a test just yesterday that had been positive? did this just turn negative? so it would be a good idea i believe for the white house and for dr. conley to be as transparent as possible about what all these test results mean so that the american public can understand what we're dealing with. while technically the pcr test shows he doesn't have active virus, 72 hours is a safe recommendation. the president has been symptom free for 24 hours. >> last night vice president mike pence earlied in florida. one at the largest retirement communities in the country. the trump's campaign manager tweeted that 3,000 people were there. cnn team there said the campaign was not following cdc guidelines. a lot of people were not wearing a mid-atlantic ask or maintaini social distance. with me, political analyst and white house reporter for the "washington post," sundland kim. good morning to you. let's

david shulkin. he's joining us now in philadelphia, and dr. of a second national lockdown in england. do you think that that is where the u.s. is heading or where it should be heading? >> brianna, i don't think any of us want to see a lockdown in the united states, but the situation in europe really has left them with no option. if they don't create that type of national lockdown right now, they're going to be overrun in their hospital system in just a matter of weeks, and i think we're about three weeks behind where europe is, so we're inching very, very close to where this may not be a choice for us, and frankly, right now is the time for us to be acting. we need to have a national public health response. there needs to be a national mandate in terms of mask wearing, social distancing, limiting the gatherings that we're still seeing happening around the country. and without such rapid and swift action that we need to take right now, i'm afraid we are going to be in a situation where that's exactly where we may be headed in about three weeks
