we will talk to the former commissioner there but first david shuster has the facts and the figures.>> john, the focus is on rykers island, the second largest jail in america and it is plagued by scandal abuse corruption and tragedy. in february, jerome a homeless worker died in his cell where temperatures exceeded 100 degrees. he was there for hours before officials found his body. he was on suicide watch and was supposed to be checked every 15 minutes. that death led to a demotion and suspension of the warden. in 2012 annal inmate died after ingesting a toxic detergent. of the twe,000 inmates just 40% of the inmates at rykers are mentally ill. at the same time, violent use of force by correction officers have gone up 240% in the past decade. in 2008, an 18-year-old inmate was beaten to death, in what's known as glad 88thor training, where extraction of money from other prisoners. >> thanks daniel shuster. joining me is bernard kerik. mr. kerik later served as new york's police commissioner, a position he held on 9/11. he was nominated to be secretary of homeland security, in 2009 h

david shuster takes a look at america's involvement in afghanistan. >> the united states had troops on the ground in afghanistan since october 2001. 12.5 years ago in response to the 9/11 attacks. the bush administration launched "operation enduring freedom" aimed at dismantling the government. the u.s. troop levels were constant in afghanistan, at around 30,000. in 2009, in his first year in office. president obama announced a surge of 17,000 and a second surge of an additional 13,000. by september 2010 the u.s. had 98,000 u.s. troops in afghanistan. two years ago the obama administration began to scale back the levels, announcing plans for a withdrawal. and the number of u.s. forces is approximately 38,000. now, according to a count by associated press, the number of american troop casualties stands at 2,316. there was blood and treasure usual. according to congress, the cost now is over 707 billion and counting. for the afghanistan elections this weekend u.s. officials say 12 million relyingstered -- registered voters take part, and 200,000 people are expected to work as election ob

david shuster is joining us now. how so? >> in the midterms the president's popularity usually has a huge impact on the fortunes of his political party, and the latest a.b.c. news shows president obama's approval rating has dropped from 46% last month to now. disapproval has gone up from 50% to 52%. over the last 40 years, when the approval rating falls below 50%, his party in the midterms lost 36 house seats. when the president's approval mark is above 50%, they have lost an average of 14 seats. the highest profile legislative accomplishment shows that 44% of voters approve of the law. 48% are opposed, and that is worse than a month ago, when the approval was 49% and disapproval was 48%. >> when asked whether it was important to have democrats in control, or republicans to act as a check, 53% of voters prefer republicans in charge of congress and 39% pick democrats. that is bad news for democrats this fall. >> republicans control the loss and hope to pad the margin in the chamber. in the democratic-led senate. republicans w

david shuster is here with that. >> reporter: tony, hillary clinton has not yet declared if she's going to seek the presidential nomination in 2016. but caroline kennedy, who supported barack obama in 2008, and hurt clinton badly in that campaign said she'll support clinton this time around. now u.s. ambassador to japan made comments about clinton in an interview. kennedy is the latest supporter to endorse a potential clinton run. claire mccaskill, who also endorsed barack obama six years ago, has publicly gav given her support of clinton. and as the democrat port begins to coalesce about her campaign clinton is not saying much about plans or encouragement she's getting. one activist that hangs in the air is clinton's health and age. if elected age 69, clinton will be the second oldest president in history. she seemed to dismiss those concerns and said it would an mistake to dismiss older women in any capacity. >> an army of women, and frankly a very large group of older women who could make a real difference to america's corporations, businesses, academia, politics, you name it. >> pol
