he's the silicon valley version of the man behind the curtain in "the wizard of oz." he didn't give you a brain, a heart or courage, but he had a lot to do with giving you paypal, facebook, youtube and yelp. he's now paying students who drop out of college, is surprising for a guy who went to stanford for undergrad and law school. but maybe it's his own story that helped lead him to this conclusion. he was a derives trader before cofounding paypal at 31. so, how did you come up with the idea? >> we were trying to come up -- we were looking at all the new payment companies that people were trying to start and we realized you had to do something with real money and you had to do something where you could get people involved who weren't signed up yet. the brainstorm, the main insight was to link money and e-mail together. >> reporter: to say that combination turned out to be a winning one is an understatement. ebay bought paypal in 2002 for $1.5 billion, earning thiel $55 million. some of which he used to invest in promising startups. most famously, facebook. his $500,00

there are changing transportation patterns because of silicon valley buses. i think it's a bouwa limousine. i think that is the name you see. and the planning department doesn't have any information that ep ables you to get decent transportation information in the real world in transitioning neighborhoods because you are flying on really stale assumptions of patterns and analyses. and i left my copy and i was so flabbergasted that you went on tv and i was watching the board of supervisors and i left my copy on my sofa, but i read it and was underlining and you go back to the page that talks about why am i raising questions on transportation and were invalid and it's permeated with this is the way we do it. well, this is the way we do it wrong. you cannot assume that the patterns on how people worked in 1990 are the same way people worked in 2011. it's not even the same as 2000. and in 1990 and in 1980, the pattern of the way people worked in san francisco and the bay area is we had a downtown commercial district and people came into it. now we have lots of jo

we think that it's flawed and that in fact people are driving to silicon valley for jobs and that about 50% of this growth is going to serve that and it won't, in fact, decrease the greenhouse gas emissions. but in any event, even if you reduce greenhouse gas, you increase localized particulate matter, traffic, noise and congestion in the urban core so these are environmental impacts and under ceqa, you have no right to approve a plan if there's a way to mitigate or avoid an impact and this e.i.r. downplayed and minimized and inaccurately did that and san francisco deserves full environmental review, full alternative analysis and full mitigation because there may be ways to minimize this, in fact. commissioner wiener: and i agree that the peninsula should absorb more population and these fights happen everywhere and if at some point the people have to go somewhere and if the peninsula is resisting it and the east bay is resisting it and san francisco is resisting it, the question is where would people go and that's my fundamental question in reading all of the appellant's submissions. t
