now, two democrats are vying for the chance to represent silicon valley in congress.james torres live in campbell this morning. that's part of the district where the candidates are whipping up those last minute votes. good morning to you, james andre. >> good morning to you. because it's such a rare opportunity and a rare seat. that district 16 seat in congress has gotten quite a bit of amount of attention by some bay area prominent candidates. at one point leading to a three way tie for the top two spots. but when the dust finally settled, we're at the spot where we are now. we see former san jose mayor sam liccardo and state assembly member evan lowe as the final two candidates. assemblyman lowe has been endorsed by the state democratic party, as well as governor gavin newsom's office. liccardo has seen a big boost in funding by tech giants including michael bloomberg, which saw his campaign top the polls in that primary election. both candidates spent the final days leading up to today on phone banks and knocking on doors, pleading their case. >> all of the candida

i think when people hear about this incredible time of need, one in six people in silicon valley is seeingll me a little bit more about why that may be the case? >> yes, it is a very affluent area but we also have the highest level of income inequality, it is extremely expensive to live here, as we all know, rent, groceries, gas, child care, everything is expensive and everything is more expensive in silicon valley. for many of our neighbors, working lower wage jobs, whether they are medical assistance, teaching assistants, people working the service industry, many people we encounter on a day-to-day basis, people helping us at the restaurant and other service industry jobs, it is really hard for them to make ends meet, many of our clients are holding down multiple jobs often and can't stretch their dollar far enough. >> finally, what is the way that people can get involved? >> visit fhfb.org , you can sign up to volunteer or make a monthly donation, whatever works for you. >> shobana gubbi , thank you for spending time with us and thank you for what you are doing in our community, it alwa

so if you are a small company, like a startup here in silicon valley, the pentagon is a terrible customerbecause congress doesn't pass a budget. thousands of very small companies that are key suppliers in the defense industry have left the defense business in the past decade because of this cockamamie budget process that congress cannot pass an annual budget and can't fund new innovation in the interim. david: perhaps the most important force driving the nurse at the defense department today is the premium it puts on avoiding risk at all costs. andy: the question is, does it become necessary? are we overflexing on how much risk we are willing to accept? we are willing to accept no risk. when i was a chief engineer of the program at raytheon, it was really bad. they wanted not a single risk of the space program. i would say and i would contend that is what really crippled our space program until spacex came around. is that the zero risk appetite, not controlled risk, eliminate all risk, that is one of the big factors slowing down the dod on on these programs. john: we live in this world wh

we talk about a lot here in silicon valley. i'm talking to venture capitalists today. and they say this next four years is likely to be very good for their business, for investments and for tech. all right. they're feeling good. but also housing scott. right. we saw a jump overnight with the mortgage rate. what's that about. this was kind of interesting talking to people who watch this stuff really closely. audrey and they say trump's administration, at least in the early days. and this is kind of ironic if you think about what the republicans ran on versus the democrats is likely to be inflationary. and inflation means often higher rates and mortgage rates are among them. we saw the mortgage rate overnight go back above 7%. it hasn't been that way for several months. this could be a small blip. the federal reserve is about to meet again. and whether you're the biden-harris administration or the trump administration, you want to beat back inflation, you want to lower interest rates. and if interest rates continue to go down, it's very likely that we'll see mortgage rat
