just the latest in a series of fires at facilities owned by sims metal management. that company faced scrutiny last year for two large fires. this time another fire. >> reporter: good evening. the good news is that firefighters were able to put out this fire fairly quickly. thick, black smoke billowed into the air at about 1:30 this afternoon from the sims metal management receiving facility on industrial parkway in hayward. people who live east of the facility were called and warned to shelter in place. >> the smoke was so thick that it scared me and made yes must like, wow, what's going on, to the point when i arrived here at my house, i closed all my doors and windows. >> reporter: firefighters had the flames under control within 20 minutes and the fire was out an hour after that and the shelter in place was lifted. sims metal management has faced scrutiny since last year, when there were two much larger fires within weeks of each other at its facility in redwood city. people could smell the smoke 50 miles away and the fires resulted in citations. the fires also

reporter: this is the third major fire at a bay area sims in less than eight months. that in and of itself is unusual. add two unsolved arson cases to the mix and can you see why fire crews called the situation here suspicious. with a crane and claw, hayward fire crews picked through this giant pile. >> how did the fire start from a pile of appliances? >> reporter: the chief says it isn't easy for metal to catch fire and finding whatever was still smoldering in pile could help determine conditions and if the fire was deliberately set? >> it would be kind of hard unless somebody actually broke into the facility to start it. but that is not something had a we're going rule out yet. >> reporter: that is because it hayward site was a target before. back in may of 2009. >> we actually have videotape showing someone throwing something over the fence, but in this case, we have no idea what start ready.
