i would like to turn to senator sinema. sen. sinema: i want to echo what rob said about the dedication of this group. the senators you see here have been working for months with a deep desire to solve problems and deliver results for americans across the country. to do so not with audiology but with a focus on practical results. i would to give thanks and express gratitude to jean shah een, mark warner, jon tester, and joe manchin, who have sacrificed many hours to get us to this deal today. i speak for all of us when i say over the course of these last several months, we developed not only significant trust with each other but significant desire to show that our process can work. while there will be questions about the details of the package and we will be happy to answer those, i would like to focus on the significance of this package and this moment. we left the floor of the u.s. senate where we had a strong and broad bipartisan showing to move forward on this historic legislation, the greatest investment in infrastructure in

the more moderate senators like manchin and sinema.the parliamentarian who may strike big items out of this reconciliation bill as not germane to spending which i think it ultimately has to be. i think you brought out that the pandemic pried open the door for a bill of this size. when we talk about trillions of dollars, thousands of billions of dollars in spending, it started to feel like monopoly money. those numbers are so far beyond what people dealt with in their regular lives and felt very necessary at the time. that partially changed the conversation and got people thinking in exactly these terms how big government could go and what it could do. and republicans, quite frankly, hurt their credible on definite silt and debt issues both with the trump era tax cuts. and their support of the emergency bills which they will all defend. but it's hard for them to snap back now and say what about the deficit and debt. >> yeah, joe manchin is the only one left that can actually say that with credibility. to that point, mike memoli, let me

so what sinema was saying she won't vote for an eventual compromise at $3.5 trillion. an eventual compromise of $3.5 trillion probably wouldn't pass the house anyway. i think she's expressing a reality, joe, that progressives haven't come to term with. they have a three seat majority and a republican minority that' not going to be cooperative on what we call a human infrastructure bill. so i think that, you know, people are misreading this mandate, yes, democrats control washington, control all three bodies of governance but they don't have a mandate to pass a $4 trillion agenda. that's not part -- you have to work with, as you know well, joe, you have to work with the government you have, not the government you wish you had. and i think just one last thought here. i think the reason this compromise works so well is because of the portman, sinema and manchin. rob portman is as serious a legislature as probably there is in congress and again without manchin and sinema who were both in the room for the bipartisan talks joe biden's agenda is limited to executive actions.

and senator sinema used to know that.d for evil. that was her word. evil. 11 years ago. in 2010, in the second year of the obama presidency when kyrsten sinema was a 33 year old member of the state legislature in arizona, she accurately describe how dysfunctional the united states senate had become because it was forced to work under what she called this false pressure to get to 60 votes. >> well the senate no longer has 60 votes. someone argued that we never had 60 because one of those was -- but that's whatever. yeah, and nelson to. so now, i think as a president so eloquently said there's none of this pressure, false pressure to get the 60. so what that means is that the democrats can stop counting to joe lieberman and instead seek other avenues to move forward will help reform so it's likely that the move forward with reconciliation, which takes only 51 votes. and by the way, it's not unusual. you may recall that before the democrats took the senate in 2008 that the republicans control the senate for quite some time.

kyrsten sinema says she cannot support the $3.5 trillion price tag from the bigger bill.n fire from progressives like alexandria ocasio-cortez who ripped sinema in a tweet. joining us now is democratic senator tammy baldwin of wisconsin. bipartisan baby steps. it's cleared the first hurdle. i know that is a big victory for the bipartisanship in the senate. but you've already heard the democratic pushback on this. are you afraid that this democratic log jam which we're seeing could scuttle the whole thing? >> you know, i believe that we are going to work our way through this. and there have been any number of roadblocks which maybe is an appropriate metaphor when we're talking about infrastructures that have cropped up in this process. but we keep on negotiating, seeking input, listening to concerns and finding a way to take that next step, just as we achieved last night when 17 republicans joined all the democrats in opening up the debate on the bipartisan bill. that bill alone introduces a lot of new federal resources to address the fact that we have neglected and failed

sinema is a co-sponsor of the for the people act she wants it to become law but doesn't believe it's worth getting rid of the 60 vote rule. i spoke to senator warnock, asked him what he told the president. he wouldn't say but he was emfa sittic that democrats can't give up. they need to try to get voting rights done. he said there's talk in congress about democrats doing a $4 trillion economic package, whether it's infa structure, the safety net families programs, in addition to the $1.9 trillion covid relief bill. a point to me is none of that would have happened if he didn't win in georgia. and in his view what the republicans are trying to do is prevent democrats from being able to win in georgia. so he said voting rights shut up a priority for democrats. his path forward was a carveout for the filibuster. his suggestion, his proposal to democrats was a carveout for the filibuster, for voting rights issues and the john lewis voting rights advancement act is coming up this fall. it likely has a path to passage in the house. it will face the same problem in the senate, no path to 60

there are some, not just joe manchin and kristin sinema.s vulnerable. i think part of what we need to do is to understand more clearly what are the motivations behind the hesitancy with regards to just simply talking about a carve out for the voting rights -- for voting rights, for democracy itself. i think it has something to do, jason, with self-interest on the part of democrats as well as what the republicans are doing, the shenanigans they're up to, they've been up to historically. >> dr. greer, speaking of this motivations, we have raphael warnock. now, he is a very popular, brand-new senator, just elected in special elections we had in january, but he's also one of the number one targets of the republican party, even though in georgia they have this crazy idea that herschel walker will be able to compete against him. does being at the forefront of the hearings not only bolster him standing, but i'm running again but i'm on the chopping block if it doesn't happen? >> i think it does, jason. largely because if we think about georgia in

you talked about one on one with kyrsten sinema, i wonder if pete defazio or alexandria ocasio-cortez think what about my one on one. >> reporter: i think so, chuck. something we saw in illinois is a pretty good sign of what's to come. there was all this pressure, why isn't there enough climate change infrastructure when you talk about the human infrastructure plan. the president came out, in a speech sort of rebranded priorities after pressure from progressives. you can absolutely expect to have some of that happening behind the scenes and having the president's own language reflect where the priorities are going and he is we are told by white house officials still traveling, touting this. i think he is going to make the headline still, the bipartisan framework, be most proud of that, and say that's not all, we need to get the human infrastructure piece of this done. the question is still the price tag, $3.5 trillion some of the democrats are pursuing, where others are saying there should be less to spend. it will be a tougher argument to sell. look what happened with the first bipar
