slager used a taser in that case. in the last five years police in south carolina have fired their guns more than 200 times and in every case they were cleared. no charges. until now. tonight the south carolina law enforcement division released a statement saying the cell phone video confirmed their early suspicions. "there were inconsistencies. we believed early on there was something not right about what happened in that encounter." if convicted slager could face the death penalty. santana's cell phone video may be the most compelling evidence against him. but it almost didn't see the light of day. >> i thought about erasing the video. >> why? >> because it was dangerous. dangerous to keep that information on me. >> because you were concerned for your own safety? >> yeah. >> to expose his identity to police officers who are supposed to protect the community, but who he watched execute a man and tell lies about what they had done afterwards, it was dangerous for him. living in that community. he's got to watch his ba

slager was exonerated. in january of this year, janelle van hannigan, an african-american female complained about slager's conduct after he refused to file a report when she called police because her kids were being harassed. slager said there was a history of problems between van hannigan and her neighbor. an investigator disagreed saying slager failed to provide the police report. the north charleston mayor asked anyone with concerns about slager to contact police. >> we look at questions anybody has, we're more than willing to look at that. >> reporter: beyond that, raises a few questions. passed taser training multiple times perfectly. he qualified in the use of his glock firearm, his overall performance record, 2010 through 2014, satisfactory. multiple times, slager received and passed yearly training in biassed based ethics, use of taser and firearms. slaigers who served in the coast guard from '03 to '09 with one. in graduation of 2010 and first days of on the job training, twice a supervisor notes i

slager gives chase. the dash cam video does not show the struggle between scott and slager nor the fatal shooting that followed. >> nothing in this video demonstrates that the officer's life or the life of another was threatened. the question here is whether the use of force was excessive. [ gunshots ] >> reporter: the cell phone video captured by bystander still the most compelling piece of evidence. it shows the officer shooting scott in the back firing five times and radioing dispatch saying scott grabbed his taser. >> subject is down. he grabbed my taser. >> reporter: the investigation in the hands of the south carolina law enforcement division or s.l.e.d. scott was not alone when he was pulled over. he was with a friend. investigators at s.l.e.d. will want to speak with him as well. according to the police incident report an officer who responded says i also spoke to the passenger of the vehicle that was stopped. the passenger was we tandetained. he was later released. an attorney for scott's family

slager tapped it as he approached scott. the officer was wearing a microphone. >> no, i don't have insurance. >> no, he has all that stuff. >> yes sir. i'm sorry about that. >> pelley: as you heard, scott said he had no insurance or ownership documents. he told officer slager that he was in the process of buying the car. about 27 seconds later scott stepped out. slager said, "i need to you stay in the car." then 16 seconds after that scott threw open the door and bolted. officer slager gave chase. his microphone still transmitting. next, we hear the officer in what may be a warning that he's about to use his taser. >> taser! taser! taser! >> pelley: our vicente arenas is in north charleston tonight. vicente what, do we know about walter scott? >> reporter: well, scott we know that the family of walter scott is telling us the reason he ran is because he had a warrant out for his arrest, owed child support, and didn't want to go to jail again. the 50-year-old had been arrested at least three times before for not making payment

[ gunshots ] i want to bring in cnn's ed lavandera for the latest. >> reporter: john and christine, this dramatic video has ended with officer michael slager of the charleston police department being charged with murder. this comes incredibly quickly. this shooting took place saturday afternoon, just four days ago. and the state law enforcement department there in the state of south carolina has charged him with murder. in this video, it's dramatic you see in the initial moments of the video the victim in this case 50-year-old walter scott, very close to the officer but starting to run away. you see some objects fall to the ground. officer slager apparently said that he feared for his life or he felt like he was in danger because the victim had reached for his taser. but walter scott gets about 25 feet away four seconds later and eight shots, walter scott drops to the ground. is he later pronounced dead at the scene. and then one interesting piece, if you look closely at the v

the evidence gathering agency reviewing multiple dash cam videos including officer slager's. a spokesman telling cnn officer slager's dash cam does not show the shooting or the struggle between the two and likely only shows the first few moments after slager pulled scott over for a broken taillight. at an naacp rally thursday members praised the city's police department and mayor for taking swift action against slager but still say -- >> we are also aware, however, that the action taken in this case is the exception rather than the rule. >> reporter: the naacp and a number of people in this community will be paying close attention to the investigation. that investigative agency will also be interviewing the passenger who was in the car when scott was pulled over. once they complete their investigation, they are going to put something together called a case file report. that then will be turned over to the prosecutor's office. jake? >> jason, thank you so much. >>> a man who once filed a criminal complaint against officer slager revealed just minutes ago that he now plans to s

slager pursued on foot. slager said he fired his weapon after scott took his taser. >> 220, shots fired, subject is down. he grabbed my taser. >> shots fired. he grabbed your taser, subject is down. >> reporter: it's unclear from this video which man was actually in possession of the taser at the time of the shooting. but you can see the chord from the stun gun between the two men. another point of contention, whether officers on the scene tried to save scott's life after the shooting. the video shows another officer standing next to scott. that officer was identified by the police chief as officer haberhsam. the chief told reporters he wasn't sure what took place. >> i have watched the video. and i was sickened by what i saw. and i have not watched it since, but in the end of it, what i saw was a, i believe to be a police officer removing the shirt of the individual. and performing some type of life-saving. but i'm not sure what took place. >> reporter: slager was the subject of two civilian complaints duri

then slager comes back to his vehicle. walter scott appears to get out of his vehicle briefly and put his hand up and goes back in the vehicle. a few seconds later, walter scott is seen taking off running to the left side of the screen. that is the extent of the videotape. we don't know why walter scott took off running. that is a key gap that has to be filled in this case. another new development we have just interviewed another witness. exclusively interviewed a witness to come forward to talk about what she saw. gwenn nichols. she saw say scuffle. she did not witness the gunshots. she said they scuffled and then saw walter scott go into the vacant lot where he eventually was shot. she heard the gunshots. >> i started to cry. sorry. i started to cry because i thought about the altercation with my son and it could have been my son. it could have been any one of these young black men around here. >> reporter: gwenn referred to her son there because her own son had his encounter with the north charleston police that was sim

tonight we go back to michael slager's new jersey roots and we spoke to a man who knew slager while he was growing up. this class photo from online yearbook shows michael slager in 1999 when he was a sophomore at lenape high school. now the 33-year-old is behind bars charged with killing walter lamar scott. >> when i saw my son running and i saw the policeman behind him i couldn't take it. i had to turn away. i couldn't ain't. >> when you're wrong you're wrong. and if you make a bad decision, don't care if you're behind the shield or just a citizen on the street, you have to live by that decision. >> reporter: the video is graphic. police say slager fired eight shots at an unarmed scott on saturday in north charleston. >> it's not nice to say. i don't like to see anybody get hurt. >> reporter: this neighbor asked us not to to be identified but says the slagers were his friends when they lived in this mt. laurel neighbor. >> we moved here when he was about 12. he left about, i don't know, five years later. he went into the coast guard. but he was a nice kid i was the whole time he lived
