all the stuff that goes through the pipes becomes more sludge ji and solid and emits an odor. it is partly due to the low-flow toilets and the fact that the people because of the economy haven't been using water as much. and also over the years because it has been wetter, more rain, they haven't had to use that. you have three factors contributing to lower water in the pipes. as a result, the city is having to spend about an extra $2 million on bleach. they normally buy bleach as part of the odor-reducing process, but because of the unusual issue they have had to spend a couple extra million on that. over recent years they have spent $100 million just to upgrade the overall system. some of that money, some, not all, but some of the money they weren't able to put their finger on the exact amount, has been used to combat the odor problem. when i asked the public utility commission if it is worth it, they said absolutely. their annual consumption for water is down 20% just in one year alone. >> don't be mad if i say your reporting really stinks today. thank you, bob. happy monday
