sharky with the small business commission was crucial in pestering supervisor haney and others to really keep our industry top of mind. we closed down on march 13 of 2020 when we heard that there was an order to do so by the mayor, and we had to call that show in the middle of the night. they were in the middle of their sound check, and i had to call the venue and say, we need to cancel the show tonight. >> the fund is for our live music and entertainment venues, and in its first round, it will offer grants of at least $10,000 to qualifying venues. these are venues that offer a signature amount of live entertainment programming before the pandemic and are committed to reopening and offering live entertainment spaces after the pandemic. >> it's going to, you know, just stave off the bleeding for a moment. it's the city contributing to helping make sure these venues are around, to continue to be part of the economic recovery for our city. >> when you think about the venues for events in the city, we're talking about all of them. some have been able to come back adaptively over the last yea

crystal clear small businesses across the country needed the ftc's help but many felt completely ignored. i appreciate your work to increase the effectiveness of the federal trade commissionnd as you pursue these efforts, i would encourage you to consider are the reforms to instruct the ftc is more responsive to small businesses and less slanted in the favor of larger ones. we need to look at laws related to ethics and financial conflicts of interest and more. small businesses expressed concern the ftc routinely gives favorable treatment to large powerful firms. while ignoring pleas for action to address practices harming small players. when big cap egregiously silage privacy in the law, the ftc's has shown across multiple administrations but it's more than willing to be lax and forgiving when small businesses violate the laws, the ftc brings down the hammer on them wiping out revenues and often shutting them down. this two-tier approach doesn't make sense. congress should explore whether laws need to be amended to reduce favoritism toward dominant players, crackdown on financial conflicts of interest and increase responsiveness to local business and upstart. first, congr

commission affairs. two items were recommended to the full board as a committee report. at the full board this week, the mayor's small business recovery act and the planning commission's code correction ordinance and supervisor mar's chinese cultural district in the sunset all passed their second reading. the big item at the board this week was an appeal of the planning commission's denial of the c.u. authorization at 5 leland for a cannabis retail store. the project includes the establishment of a 2200 square foot cannabis retail use with no on-site smoking or use within the ground floor retail space. this board heard this matter on may 27 of this year and voted 4-3 to approve. in their brief, the appellants claimed that there was not an overconcentration in the neighborhood, that the project was matched with community support, and that there was 100% ownership by an equity applicant. there was organized opposition by the appeal made up from representatives from the neighborhood. their main claim was the planning commission got this one right, and the concentration of cannabis in the neighborhood because another dispensary i

business or professional service subdistrict boundaries would now exclude parcels on powell street south of union street. the department recommends that the commission approve the proposed ordinance with modification because it supports the small businesses in the chinatown mixed use districts, the north beach, and polk street neighborhood commercial districts. the proposed ordinance responds to specific community concerns but could potentially yield benefits to other businesses, as well. so i'll go over the proposed modifications, and the first proposed modification is that in addition to c.u.a. findings when considering [inaudible] requesting to exceed the use size maximum, the planning commission shall find two additional aspects, and the first is that the proposed use primarily serves chinatown, and the second is that exceeding the use size maximum is appropriate for the proposed use and parcel. the second recommended modification is to retain the three-year abandonment period for use sizes in the chinatown district. this time frame is consistent with other districts, and it's in keeping with the three-year abandonment policy decision that you made in 2019. and the last recommended modification is more of a technical corre
