small businesses. we certainly do not want to put additional barriers to small businesses by requiring additional certifications, so to the extent that the commission was adopted back in 2015, we abide by the charters for the city and county of san francisco for certainly micro and also small local business enterprises. we look at ownership and control, licensing that's required, as accepted by the city, and then, three-year averages. what's shown on the table is a three-year average [inaudible] it's $20 million aggregated over three years. we would accept the state of california micro small business, their definition that's been defined by the commission. there's also talk about legislative changes to 14-b. when that's approved, we'll certainly report back with recommendations. so first and foremost, i'm very happy to report that we -- that we did extremely well in terms of s.b.e. participation. this current aspect of this, of course, is covid-19. the level of awards this past year, i have to note, is significantly less than in prior years. back in june 2020 in our report, that was about 100 million that was reported as being contracted out so thi
