these small businesses, not the ones with 500 employees but these small businesses with a handful of folks, they are 90% of the businesses in america. when the paycheck protection program was passed, a lot of these mom and pop businesses got muscled out of the way by bigger companies that jumped in front of the line. i want to be clear, paycheck protection program is a bipartisan effort. democrats and republicans helped the democrats and republicans have voiced concerns about improving it. with their input, that's what we are doing and our administration doing. in the last month, we've increased the share of funding for small businesses you are then ten employees by nearly 16%. for businesses in rural communities, the share funding is a nearly 80% we came to office the share of funding disputed through banks, traditionally helping minority owned businesses is up more than 40%. today, i'm announcing additional changes to the ppp program that will make sure we look out for the mom and pop businesses more than we already have. as i explained to the two small business people i spoke to,

we've been working on a bill to extend to small business loans to the small business but it. finally, the administration has taken a two week window with a small businesses with you within 20 employees can apply with the ppp forgivable loans. are there any similar actions along those lines he would recommend to ensure minority owned and underserved small businesses related to covert relief? >> thank you for the question. i think it's a very important action because in baltimore, similar financially, we target businesses with employees. we provide technical assistance to help the businesses understand what they are applying for, truly lending and disclosure. it's important to provide comprehensive assistance, helping understand apply for before and after receiving it. it helped mitigate risks for default but also just having resources to provide technical assistance because that's not income generating products. we provide them in-house and it would be great on what the industry is doing. when you put out a product like that, education is important, especially if they understa

congress must do everything we can to assist our small businesses, and we must ensure that covid-19 small business relief assistance is clearly administered and is easy to access. that is why afought for a vital -- owe why i a fought for a vital increase in the small business funding like the paycheck protection act that was included in the cares act and subsequent legislation that i was proud to help pass. in michigan over 120,000 paycheck protection loans were approved before the program first expired totaling over $16 billion in funding. and although the paycheck protection program brought hope to many in this crisis, it alone was simply not enough. we must continue to expand access to small business grants and loans for michigan businesses. the american rescue plan is ambitious, but it is achievable. and will help our small businesses survive and help rescue the american economy as we work to recover. i will support communities that are struggling in the wake of covid-19 by providing support for the hardest hit small businesses, especially small businesses owned by entrepreneurs of co

, so i know a lot of mayors are talking about how they can help small businesses. small businesses are the lifeblood of local communities and they have been -- hit the heard of the, and, again, when i'm talking about small businesses i'm talking about those places that are less than 50 employees not less than 5 up. those are places that maybe have the ability to do arduous paperwork that the federal government requires. cities can really walk through and really hand hold those small businesses so they are successful. they are so important to our communities and so i know that's a lot of discussion from mayors across the country that we're looking at that, and then finally, you know, there will be opportunities to galvanize we hope with this funding, you know, for economic recovery. we don't think that it will be frankly enough to -- to take on, you know, the need that we'll need to really do what i call juice the economy, but it will give us a start coming out of the pandemic, so all of those things are really important. i also didn't mention, that you know, a lot
