until recently i was a research associate at the smithsonian national museum of african-american history and culture pioneers to the into bellum midwest. when i first started doing that research on the assumption was that there were four maybe fiveemp settlements that were homes to african-american pioneers in the antebellum midwestern a frontier before the civil war. were talking to how our vision can shift when we find more than that. a member of the national society sons of the american revolution. they helped build fort allison. coal is a living history presenter. and lectures on american history. these are some of the oldest names in the nation. they currently live in rural bridgeport illinois where there had been no since the late 1790s. they have deep ancestor routes in lawrence county illinois. they have inspired this interest. some who settled here over 200 years ago. mister curry is a board member. a member of the arts council the helping hands a volunteer and lyle station in the indiana volunteer. and can have him talk briefly about his work. they will tell a bit about themsel

helps to ensure the individual responsible for smithsonian's collections, security, financial aspects and reputation have the appropriate character to be associated with the smithsonian. we recently reported individuals received preemployment background investigation but the smithsonian has no assurance that employees receive appropriate level of post employment background investigation. the smithsonian could have saved a third of its program costs in fiscal year 2016 if it had used an automated tool to determine the appropriate level of investigation for its retail employees. we also found computer network access had been granted to individuals who had not received background investigation. finally in today's world the importance of a skilled, well-trained security force is more important than ever. oig found new security guards were allowed to graduate from basic training although they missed one or more days of instruction. guards only had to qualify on their firearms once a year rather than twice a year as recommended by best practices. thank you, chairman lofgren, ranking member davis and members of the committee, this concludes my statement
