governor snyder, again, thank you for being here. i appreciated your opening comments as you talked about developing employment talent, the three cs, having an education system we're certainly concerned with, and from my perspective would much rather see states embodying all these concepts and moving the knowledge and talent and workforce forward as opposed to the federal government so involved. so let me ask you if you could develop even further your ideas as well as concerns along the line of what federal education regulations are making it harder for you to accomplish your goals in michigan, and in what ways on the positive side can we be of greater support, encouragement, aid and comfort to you as a state executive and with the state legislature moving that whole idea of developing a work force that is trained and ready and expanding. >> i appreciate your question. it's a real challenge that there are many federal programs. there are dozens of federal programs and we spend a lot of time on administration, overhead, a lot of addit

governor snyder? >> sure. i'm sure my staff behind me as already made a note of your request and we certainly will attempt to do that. let me be very clear. i believe in consolidation. as governor of the state of connecticut in my first budget i proposed the consolidation of 30 separate state agencies. actually doing that by over a third. and in this budget that i'm presenting on february 8th, we do it again. and i want to be very clear, consolidation for the purposes of identifying funds to attack problems that exist and to do away with duplicate requirements is something that i absolutely support. having said that with respect to the wea program, we have used that program very effectively in a number of different ways around job funneling, job training and talent acquisition. so i look forward to working with the congress of the united states on that very point. i think we can, in fact, do that. i'm not against flexibility, but i have to share my experiences garnered over a 25-year period of time. frequently

let me ask you another one, governor snyder says his jobs plan is okay as it is.you agree with that? because that is not the criticism i'm hearing from my conservative and supply side friends. >> as it is, and he doesn't talk about it, that is the thing. he has 59 point plan we rolled it out and rolled it up and that has been where we are. you saw today, santorum comes out again, i think what santorum did was pivot the blue collar angle on it and when you talk about someone like a paul ryan, that is interesting for me because what he's doing is taking the paul ryan idea, and putting it in blue collar terms and i think that will be something that will again create that wedge that divide between him and romney going this michigan, for the next week. >> santorum has low tax rates, you look at his plan, he doesn't advertise this so much, his reform plan, 10% and 28%. two brackets. drop the corporate rate by half from 35% to 17.5%. has this manufacturing zero tax, which is probably not a great idea, but is santorum more specific on taxes and jobs than mitt romney? >> t

snyder? >> yeah. what i would say is i don't believe it's appropriate for me to make that call because there's so many good things. the challenge is to prioritize. we need to be like a family where we don't have unlimited resources. but what has to get done and what do we have to give on and that's where i encourage congress to work on the administration to come up with a solution. that's what i had to deal with last year. when i had a billion and a half legislature, we made tough cuts and at the same time i'm proud to say we stood firm on medicaid reimbursement and adding dollars to child services. were the other things that we cut also good things? we had to do our job in a difficult circumstance and i encourage everyone collectively to make that happen. >> thank you, mr. chairman. >> i thank the gentlemen. i thank you both, governors, for your time and testimony and answering our questions and sometimes reanswering the question. i applaud your efforts in trying to connect education and job training
