so back to -- so you choose a system midyear this year. how much money does it take to do it right in fiscal year 16-17 so you can launch in 18? >> right now looking at a very conservative number proposed by the study which i say is pretty close to what i think it will cost this year -- if i may i would like to go back and talk about in 16 and 17 what we need to make the investment in. in 16 and 17 while -- in fiscal year 15 and 16 this coming budget year we're going to spend approximately $18 million in ramping up the team, building out the infrastructure and being ready to build. once we go into the actual build you're probably looking at $25 million per year and what the spin cycle looks like is a bell curve. it's approximately five years the full cycle, so the first year you will build up. year two and three you will build. year four you will go live and year four and five you stabilize and optize the system and achieving the true capabilities. now keep in mind these numbers could change drastically based on the solution that we select

so if i could just have the slides? so the good thing with these revenue bonds is that the board of supervisors has already given us preapproval to refund bonds. the basic concept here is that we aren't requesting any new authorization, we're actually trying to save the organization and rate payers money. in 2012 a couple years ago we received the authorization to refund up to $500 million in bonds from the board of supervisors. we used a little bit of that in that year, 2012, so we are coming forward to you today to use the rest of that existing authorization. so what we're proposing is to request from you an approval of to refund up to $450 million dollars of outstanding bonds. we look forward to bringing that to the market probably next month in march. they will be tax exempt bonds and right now we're looking at interest rates of around 2.7 percent for those bonds and just to give you a sense what that means, our current bonds are right around 4 1/2 percent so we're bringing the 4 1/2 percent bonds down to an average

so what do i argue in the book? well, i start out and i try to make a conceptual, i think, very important distinction between unions in the public and the private sectors. a lot of us, myself included came into this project thinking about unions as being sort of more older style industrial or craft unions guys in hard hats, steel-toed boots who worked very difficult jobs on a daily basis and that was a sort of romantic image many of us have. but that's not really what the labor movement looks like today. about half of the labor movement in 2009 for a little while a majority of all union member were public employees, many of whom are relatively affluent with master's degree or college degrees. so this distinction public and private, i argue has, can be made in a number of different ways why these two entities are different. first is history. public employee unions have a very different historical trajectory. private unions are governed by national law passed primarily in the 1930s and supplemented at other points. pu

so all of that is going on. here on this campus the campus have been a college there was a student naacp chapter. as always had student chapters and particularly in historically black colleges and so of course we had a chapter in the chapter had an advisor, a couple of the risers. in the course of meeting with the advisers and the students who were members of course a lot of conversations took place about what can we do to make things better? do we need to be doing anything? other people are doing things another part of the country. so over more than a year, there were conversations about what we could do any kind of boiled down to let's look and see what can be done. and so those meetings took base right here on this campus in the student union and they were combined and the bennett college advisors and so on. so there were plans made and those plans btm in the fall of 1959 and somewhere along the way, they were advised by the president of bennett college whose sad you should really not do this until after chri
