the city attorney and treasurer are elected in november of a different year. proposition d is a charter amendment that would change the election cycle for city attorney and treasurer so that these officers would be elected at the same time as the mayor, sheriff and district attorney beginning in 2015. i'm here with district 8 supervisor scott weiner, and dr. scott fauker, an opponent of proposition d >> let's start with you, supervisor. thanks for having me. proposition d is a good government measure that will increase voter turnout in our elections for city attorney and treasurer, two very important offices, and will also save the city 4.2 million dollars every 4 years. right now we elect our city attorney and treasurer in a very, very low turnout odd year election where they are the only two offices on the ballot. and turnout is always extremely low in that election. and it costs us over $4 million dollars to hold that election. proposition d would move the city attorney and treasurer elections to be on the same ballot as the mayor, which is a much myer turn jut election, so more people would be voting for city attorney and treasurer and every time we don't hold th

you from flooding, you need to have almost one mile on each side of the river set aside for transport of rain. so in order for the city to have use of those lands around the river, concrete made it possible to have minimum land so the water can be carried to the ocean in the fastest possible way. but, unfortunately, because of pulation growth and poor housekeeping, people are putting a lot of pollutants on the street and the streets are the openings to our stormwater sewer system. in an average year, 4,000 to 5,000 tons of trash ends up in long beach. man: we've created a system to deal with flooding but inadvertently created a pathway for pollution to get into our waterways. narrator: los angeles county is beginning to develop ways to reduce the infrastructure's impact upon the environment. on the front lines of protecting the beaches, are the crews that clean out the stormwater system. man: this big vactor truck works on the same principle as your vacuum cleaner in your house, only this thing sucks up the whole house. some of the storm drains collect a lot of trash. i started cleaning drains in '93. they were horrib

from our low mod housing funds to the city so that the city could begin working on the octavia boulevard. and we were very, very glad to do that, in part, because one of the goals of the -- both the neighbors as well as the city was to restitch the neighborhood. not only were we talking about transportation improvements. we're talking about how we're going to rebuild upon those vacant parcels and how those vacant parcels add to a reinvigorated neighborhood. and i'm very, very pleased that work with the neighbors in creating half of those units that were -- are being projected as affordable housing units and doing that in a way that has been very, very sensitive to the notion of quality design, to the notion of diverse populations being served. the first two affordable housing parcels, parcel a and parcel c were senior developments. the next development was a affordable rental development for people with developmental disabilities. the most recent evelopment, which is the richardson apartment, is for persons who were formerly chronically homeless. i think in all of those cases we've provi

all of those documents are on file with the city of daly city. so the traffic impacts were studied in comparison, for instance to the former post office facility that was there. and found that the uses which are planned to be the towed cars, and other mta uses. for instance our training facility, possibly enforcement and other vehicles to be stored there. were actually similar impacts and spread over time. for instance the tow-trucks -- the towing facility starts behind the hall of justice. so that tow customers are able to pick up their cars there within the first 24 hours. then they are towed to -- at this current time -- to pier 70. they would, if this lease were approved be towed to 2650 bay shore, which is accessible by the t line and the 9 and 8 ax muni routes. while they operate 24 hours a day, they receive only 25 vehicles a day that would be put into long-term storage at the facility both inside and out. they will have weekly auctions, which they currently have at pier 70 and it's approximately anticipated 300 people would attend, but the c

the city and county. for fiscal year 2013, allocation is actually 7.855 million. so it has grown significantly from the cap of $60 million a number of years ago. the charter section also allows the city to defer up to 25% of this allocation in those years where the city has a deficit of $100 million or more. than has occurred for a number of consecutive years. the mayor and the board of supervisors has opted to defer up to 25% for both the first five commission and is the school district so the 25% for this coming fiscal year has a value of $17.7 million, leaving a direct allocation of $53.14 million. so for the unified school district, there is also stipulation in the charter that allows the city to provide in lew of cash -- lieu of cash in kind services. this coming fiscal year, cash allocation will be $32.68 million or $7.75 million in in-kind services. these are services provided by the city to the schools on school property. so the total -- >> what are examples of -- >> nurses and direct service providers. we also found in our review of the plan of the unify sch
