the social security wealth was lower. but what we can also see is for the first two changes this social security wealth is downward sloping. what this means is, essentially you have an incentive to claim your pension as early as possible if you delay claiming then you would lose money or lose social security wealth. this is what we call an unfair system. only when they double this penalty you see that the penalty is upward sloping and so then it's financially an incentive to delay claiming because you would get a higher social security wealth if you claims later. so if you look at these effects what we could see if you think of financial effect the system is actually unfair and average we should complete think of the claim as early as possible but as i pointed out these first two changes shifted off the default claiming age and so so this could delay claiming. in terms of retirement, when they stop working, the prediction is clear no matter when you claim you'll get lower pension wealth and so should induce people to work
