in the meantime we'll go out to richmond eastbound 80 at solano avenue.a traffic alert for this area. it all started about a half hour ago when a car hit the center divide. now they have two lanes blocked off. one for a fire crew that's still on scene. and there's some debris from that crash that led to about 10 other cars we're hearing getting flat tires. so those ten cars are there as well and they are all along the shoulder dealing with that. so yeah, just a mess right now in richmond. it's only causing a little bit of slowing on our sensors but, yeah, some speeds approaching that scene are under 40 miles per hour. again, they have two lanes blocked but it is going against the commute and it is still early. westbound traffic is actually getting by okay. southbound 880 hayward approaching a street accident is cleared and gone. it was off to the right shoulder. if you are heading across the bridge self the span looks great all the way out towards the high-rise. 880 through oakland can't see any fog in this traffic shot which is nice. there are fog adviso

hazardous material crews are at the tesoro golden eagle refinery on solano way. on the phone, randy sawyer, contra costa hazardous materials director. good to talk to you again. what's happened this time at this refinery? >> they had a partial power outage, the refinery, and part of the refinery affected by the power outage. they sent their excess gas flare to burn off. and when it originated there was a lot of gas and smoke that was associated with it. we just now last five minutes downgraded the incident to where we just lifted the health advisory. >> we have video from one flare and some steam. last october i think the previous one at this same refinery we're showing some of that video. this doesn't seem to compare? >> it doesn't. they had a full outage there at that time. they lost all their steam at the same time. this one, they just had a partial outage and didn't lose the steam. the steam -- when it goes to the flare, helps burn offer the gas so you don't get as much smoke. >> put the health danger in perspective, too. last time it was a shelter in place.
